ЕФЕКТИВНІСТЬ СИСТЕМИ УПРАВЛІННЯ ЯКІСТЮ ПУБЛІЧНОГО УПРАВЛІННЯ У СФЕРІ РЕКРЕАЦІЇ

Анотація

Визначено етапи процесу управління якістю рекреаційної послуги.
Сутність методу оцінки ефективності державного регулювання рекреаційної галузі базується на основі зіставлення таких показників виконання запланованого та виконаного в галузі рекреації як: виконання цільових програм, які направлені на розвиток інфраструктури галузі; динаміки рекреаційних потоків на території; забезпеченість галузі фінансовою підтримкою з боку держави; проведення пропагандистської роботи для популяризації галузі; обсяг інвестицій.
Визначено загальні критерії, що дозволяють оцінити майбутню ефективність державної політики у рекреаційній сфері, відносини у сфері рекреації, ; стиль і методи регулювання діяльності в рекреаційній індустрії.

EFFICIENCY OF THE QUALITY MANAGEMENT SYSTEM OF PUBLIC MANAGEMENT IN THE FIELD OF RECREATION

Summary

The stages of the process of quality management of recreational services are determined: analysis of the process of providing recreational services to determine the compliance of key activities (accommodation, food, transport); analysis of key activities of the process of providing recreational services, which must be controlled for the timely correction of the production of services; selection of operations that are key and necessary for the management of the process, ensuring compliance of each characteristic with the values set for it. The essence of the method of assessing the effectiveness of state regulation of the recreation industry is based on the comparison of such indicators of planned and implemented in the field of recreation as: implementation of targeted programs aimed at developing the infrastructure of the industry; dynamics of recreational flows in the territory; provision of the industry with financial support from the state; conducting advocacy work to promote the industry; volume of investments. The general criteria that allow to assess the future effectiveness of state policy in the recreational sphere are determined: fundamental - key values, state strategy, strategic priorities, mechanisms of state management of the development of the recreational industry; organizational and legal - the state and structure of the state apparatus that regulates relations in the field of recreation; style and methods of regulating activities in the recreational industry; the level of participation of public organizations in the implementation of state policy in the field of recreation; regulatory framework; socio-economic - the level of socio-economic development and stability in the country.
Currently, there are all the necessary prerequisites for the development of the recreational sphere in Ukraine, which is influenced by both positive and negative factors related to the political, legislative and socio-economic situation in the country and the world. Accordingly, positive factors in the development of the recreational services market should be: stability and openness of politics and economy, reduction of working hours and increase of free time, development of transport, means of communication and information technologies, building an intellectual society, encouraging national and foreign investments. development of the recreation industry, strengthening Ukraine's position in the global recreational market, simplification and harmonization of tax, currency, customs, border, visa and other forms of regulation, stimulating recreation for children, youth, the elderly, the disabled and low-income families by providing benefits, promoting the development of industry as a priority recreational activity. Ukraine, recognizing recreational activities as one of the priority sectors of the national economy, should regulate it in accordance with the following principles: promotion of recreational activities and creation of favorable conditions for its development; identification and support of priority areas of recreational activities; forming an idea of Ukraine as a country conducive to recreation.
