ІНСТИТУЦІЙНЕ ЗАБЕЗПЕЧЕННЯ РЕФОРМУВАННЯ СФЕРИ ОХОРОНИ ЗДОРОВ’Я УКРАЇНИ

Анотація

В статті досліджено інституційне забезпечення реформування сфери охорони здоров’я України, який включає діяльність Кабінету Міністрів України, Міністерства охорони здоров’я, Національної служби здоров’я України, Національної академії медичних наук України, Міністерства юстиції України, Національної агенції зі сталого розвитку при Міністерстві економічного розвитку і торгівлі України. Регіональний рівень представлено місцевими державними адміністраціями; органами місцевого самоврядування; органами, установами та закладами, іншими центральними органами виконавчої влади й органів місцевого самоврядування. Обгрунтовано, що однією з важливих складових міжнародного співробітництва є співробітництво України з Всесвітньою організацією охорони здоров’я, Всесвітньою асамблеєю охорони здоров'я, ООН, Європейським регіональним бюро, яке спрямоване на забезпечення конституційного права кожного громадянина України на охорону здоров’я, медичну допомогу та медичне страхування. Виділено методи управління охороною здоров'я (організаційні, економічні, психологічні, спеціальні, адміністративні) та умови їх застосування. Доведено, що для ефективного реформування сфери охорони здоров’я в Україні важливою є міжвідомча взаємодія між суб’єктами медичної галузі та з усіма зацікавленими сторонами на усіх рівнів публічного управління з метою забезпечення сталого розвитку у галузі охорони здоров’я.

INSTITUTIONAL SUPPORT OF UKRAINIAN HEALTHCARE REFORM

Summary

The article substantiates that the reform of the health care sector in Ukraine requires a coordinated system of all levels of management and the formation of a new regulatory framework for the industry. The purpose of the article is to identify the main institutions in the reform of health care in Ukraine to form an effective institutional support of the industry at all levels of government. Institutional support for health care reform in Ukraine includes the activities of the Cabinet of Ministers of Ukraine, the Ministry of Health, the National Health Service of Ukraine, the National Academy of Medical Sciences of Ukraine, the Ministry of Justice of Ukraine, the National Agency for Sustainable Development under the Ministry of Economic Development and trade of Ukraine. The regional level is represented by local government administrations; local governments; bodies, institutions and establishments, other central executive bodies and local self-government bodies. It is substantiated that one of the important components of international cooperation is Ukraine's cooperation with the World Health Organization, the World Health Assembly, the UN, the European Regional Bureau, which aims to ensure the constitutional right of every citizen of Ukraine to health care, medical care and health insurance. Methods of health care management (organizational, economic, psychological, special, administrative) and conditions of their application are highlighted. Specific methods used in the institutional mechanism of public health management include technologies, programs, concepts and regulations. The main programs in the field of health care are highlighted: "Primary care reform", "Free diagnostics", "Emergency care reform", "Affordable Medicines" program, etc. It is noted that the concepts of national scale, which are approved at the state level, have a significant impact on the development of the health care system. It is proved that interdepartmental cooperation between the subjects of the medical sector and with all stakeholders at all levels of public administration is important for the effective reform of the health care sector in Ukraine in order to ensure sustainable development in the health care sector.
