МЕХАНІЗМИ ДЕРЖАВНОГО УПРАВЛІННЯ ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ В УКРАЇНІ: ТЕОРЕТИКО-МЕТОДОЛОГІЧНІ АСПЕКТИ
Анотація
У статті надано дефініції поняттю “безпека”, “економічна безпека”, “суспільна безпека”. Визначено, що потреба у безпеці є однією з базових потреб людини, окрім цього безпека повинна відображатись у всіх сферах, тобто не лише в захисті людського життя, але й стабільності існування населення країни, що в свою чергу призведе до процвітання країни. Визначено класифікаційні ознаки за допомогою яких здійснюється розмежування поняття “безпека”. Виявлено, що в Україні економічна безпека врегульовується нормативними та законодавчими актами, окрім цього існують певні суб’єкти, котрі стежать та беруть безпосередню участь у врегулюванні питання, що стосується економічної безпеки України. Окрім цього, визначені теоретичні засади державного управління забезпеченням економічної безпеки в Україні, зокрема, внутрішні та зовнішні чинники. Визначено, що існує ряд чинників, які застосовуються при державному управління для того, щоб вийти з економічної кризи, тобто їх застосовують для складання певного плану ефективних економічних дій.

MECHANISMS OF PUBLIC ADMINISTRATION FOR ENSURING ECONOMIC SECURITY IN UKRAINE: THEORETICAL AND METHODOLOGICAL ASPECTS
Summary
The article gives definitions of the concept of “security”, “economic security”, “public security”. Indeed, in modern economic conditions, an important aspect of the effective functioning of the economy of any developed country in the world is the process of ensuring economic security. Therefore, it is important for developing countries to ensure economic security at both the national and regional levels. The complex of actions that the government of a country applies is unique and inherent in this particular country, but besides this there is a general theoretical basis of public administration, concerns not only one particular country, but all countries of the world. We believe that one should consider the experience of one of the progressive countries in the world and, proceeding from its state management, determine which theoretical foundations its state administration apparatus used in coming out of the crisis.
It is determined that the need for security is one of the basic human needs, besides this, security should be displayed in all areas, that is, not only in protecting human life, but also in the stability of the country’s population, which in turn will lead to the country’s prosperity. Identified classification features by which the distinction is made between the concept of “security”. It was revealed that in Ukraine economic security is regulated by normative and legislative acts, besides there are certain subjects who follow and are directly involved in resolving the issue relating to the economic security of Ukraine. In addition, the theoretical foundations of state management of ensuring economic security in Ukraine, in particular, internal and external factors, are defined. It was determined that there are a number of factors that are used in public administration in order to overcome the economic crisis, that is, they are used to draw up a specific plan of effective economic activities.
Given the above, we came to the conclusion that today there is a solid theoretical foundations of public administration that contribute to the development of a strong, stable economy of Ukraine. Of course, for effective management, theoretical knowledge must be applied in practice, which will further help the Ukrainian economy to recover from the crisis.
