НАПРЯМИ ВДОСКОНАЛЕННЯ МЕХАНІЗМУ ВПРОВАДЖЕННЯ ІННОВАЦІЙ В ДІЯЛЬНОСТІ ОРГАНІВ ПУБЛІЧНОЇ ВЛАДИ
Анотація
У статті, на основі аналізу існуючих прогалин державно-управлінської діяльності органів публічної влади, обґрунтовано напрями вдосконалення механізмів впровадження інновацій в діяльності органів публічної влади, які згруповано за основними ознаками, а саме: напрями розвитку, напрями захисту, внутрішні напрями, стримувальні напрями та кризові напрями.
Для кожного напряму розкрито зміст і мета впровадження, сформульовано доцільність та відповідність інноваційному курсу розвитку України.
Ключові слова: державне управління; державно-управлінська інноваційна діяльність; інноваційні процеси; механізм впровадження інновацій; органи публічної влади.

DIRECTIONS OF IMPROVEMENT OF INNOVATIONS IMPLEMENTATION MECHANISMS IN PUBLIC AUTHORITIES ACTIVITIES
Summary
The article analyzes existing gaps in public administration activities of public authorities and tendencies of improvement of the mechanisms for the implementation of innovations in public authorities (PA) function based on them. They are grouped according to the main features, namely: development directions, protection directions, internal directions, restrictive directions and crisis directions. So the tendencies of development include the processes of organization and provision of mass information to the management of the PA on the goals, efficiency and benefits of changes; the plan of measures and actions for the development of appropriate management decisions and information and methodological support; ensuring the mastery of the theory and practice using the program-targeted management; ensuring mass socialization of the essence and advantages of state-management innovation (SMI), preparation of relevant strategic decisions and theoretical and methodological support; normative-legal definition of directions and forms of PA innovative updating; initiating a study of the best practices of state-management innovation pointing to its use in the process of strategic transformation, identification of the best practices and their in-depth study using the program-targeted management of public-management innovations. The protection of innovation directions involve mastering the theoretical and applied principles of strategic management of the innovation process by the executives; determining the effectiveness of the innovation direction; provision of innovation-oriented training, in particular, the top management of PA based on the system of state-management education; search for an innovative strategy for the PA development; identifying the opportunities for the program-targeted management of the innovation, their improvement and adaptation for specific conditions. To the group of internal directions of introduction of innovations improvement mechanisms we shall recon: selection of personnel from the competent executives able to take an active part in the implementation of innovations in the PA; use of the best practices in the preparation of state ("breakthrough") managers with strategic thinking of the PA system; legitimizing the power of the PA for the organization of innovation development; availability of innovative experience within the framework of state programs and international projects; selection of persons capable and willing to master the strategic thinking of the introduction of SMI. The restrictive directions of improvement of state-management innovation activity are defined as follows: the presence of political will for strategic changes in the system of PA; the presence of normative legal definition of directions and forms of innovative updating of the system of SM; availability of legal and regulatory support for the development and implementation of state target programmes. The group for overcoming the crisis directions is formed on the basis of comparison and correction of certain factors that contradict and weaken the process of implementation of innovations in PA, in particular: overcoming the low level of strategic thinking of the management of the system of SM, especially concerning the SMIA; raising the attention to innovation-oriented training of state leaders in special programs of innovation management; application of the current program-target management, taking into account its correction in terms of efficiency; a mandatory application of the strategic approach during the process of implementing the innovation in public administration activities of the public authority.
For each tendency the content and purpose of the implementation are disclosed, the feasibility and compliance with the innovative course for development of Ukraine are formulated.
