ВПРОВАДЖЕННЯ ЕЛЕКТРОННОГО УРЯДУВАННЯ У ПРАКТИКУ ФУНКЦІОНУВАННЯ ЦЕНТРІВ НАДАННЯ АДМІНІСТРАТИВНИХ ПОСЛУГ В УКРАЇНІ
Анотація
У статті розглянуто процеси упровадження електронного урядування у процес функціонування центрів надання адміністративних послуг в Україні за допомогою проведення бенчмаркінгу. Досліджено кращі іноземні практики функціонування системи надання адміністративних в контексті впровадження електронного урядування та виокремлено кращі українські практики функціонування центрів надання адміністративних послуг. У ході дослідження було виокремлено основні особливості іноземних кращих практик, методи впровадження електронного урядування у систему надання адміністративних послуг та загальні процеси функціонування системи. Варто зазначити, що отримані дані були співставленні з результатами дослідження українських кращих практик, в ході чого було виокремлено майбутні перспективи покращення функціонування системи центрів надання адміністративних послуг України в контексті адміністративної реформи та процесу цифровізації. Доведено необхідність інтегрування процесів адміністративної реформи та процесом впровадження інструментів електронного урядування у процеси надання адміністративних послуг.

INTRODUCTION OF E-GOVERNMENT IN THE PRACTICE OF FUNCTIONING OF ADMINISTRATIVE SERVICE CENTERS IN UKRAINE
Summary
The introduction of the concept of a service state and the gradual improvement of state processes, which are also reflected in the form of foam concepts, namely Good Governance, New Public Administration actively influence the modification and even reengineering of state structures and processes. Continuous improvement is a characteristic of today's times and the activities of states in relation to their citizens. Ukraine is also in the process of active transformation and this can be traced to the number of pilot government projects, reforms and other processes. One example of reform is administrative reform. This reform has changed the territorial structure of cities and their accountability. The reform affected many different areas, one of which was the system of providing administrative services to the population. At the same time, the adoption and implementation of the concept of e-government development has also made adjustments to the service delivery process.
The article considers the processes of introduction of e-government in the process of functioning of administrative service centers in Ukraine with the help of benchmarking. The best foreign practices of functioning of administrative system in the context of introduction of e-government are investigated. At the same time, the best Ukrainian practices of functioning of administrative service centers are singled out and their novelty is described. The study highlights the main features of the best foreign experience of countries such as Portugal, Canada and the Netherlands. Different methods of implementing e-government in the system of administrative services and general data processes of the system are also studied. It should be noted that the obtained data were compared with the results of the study of best Ukrainian experience, which highlighted future prospects for improving the functioning of the system of administrative service centers in Ukraine in the context of administrative reform and digitalization. This article proves the need to integrate the processes of administrative reform and the process of implementing e-government tools in the process of providing administrative services based on foreign experience.
