РОЗВИТОК ГРОМАДЯНСЬКОГО СУСПІЛЬСТВА В КОНТЕКСТІ ТРАНСФОРМАЦІЇ СИСТЕМИ ПУБЛІЧНОГО АДМІНІСТРУВАННЯ В УКРАЇНІ
Анотація
У статті проаналізовано роль громадянського суспільства як невід’ємного елемента системи публічного адміністрування, а також ключового чинника її трансформації на сучасному етапі. Досліджено підґрунтя та послідовність становлення інституту громадянського суспільства в Україні та проведено паралелі із закордонним досвідом у цій площині. Здійснено аналіз основних тенденцій у розвитку вітчизняного громадського сектору на основі ряду статистичних звітів, експертних оцінок та даних соціологічних досліджень. Виокремлено можливості й загрози щодо поточного стану розвитку та середовища функціонування громадянського сектору в Україні. Окрему увагу приділено дослідженню впливу співпраці із міжнародними організаціями та закордонними партнерами на поточний розвиток та потенційні зміни для громадянського суспільства. Поглиблення співпраці з ЄС та НАТО та підвищення ефективності взаємодії між державою та громадським сектором визначено основними напрямами розвитку громадянського суспільства.

CIVIL SOCIETY DEVELOPMENT IN THE CONTEXT OF THE PUBLIC ADMINISTRATION SYSTEM TRANSFORMATION IN UKRAINE
Summary
In the context of the transformation of the public administration system in Ukraine, the main emphasis is on structural changes in public authorities, as well as on reforming the administrative-territorial system, related to the transfer of power from ministries and government agencies to local governments. At the same time, such an important component of the development of the public administration system as civil society institutions, which play a rather important role in the EU member states, is often ignored. After all, the level of public involvement in solving significant social problems is considered a kind of attribute of modern Western civilization and the embodiment of the practical implementation within its system of European economic and political values.
The article analyzes the role of civil society as an integral element of the public administration system, as well as a key factor in its transformation at the present stage. The bases and sequence of formation of the institute of civil society in Ukraine are investigated and parallels with foreign experience in this dimension are drawn. The analysis of the main tendencies in the development of the domestic public sector is carried out on the basis of statistical reports, expert assessments and data of sociological researches. Opportunities and threats of the current stage of development and the environment of the civil sector in Ukraine are highlighted. Particular attention is paid to the study of the impact of cooperation with international organizations and foreign partners on current development and potential changes for civil society.
Emphasizing the prospects for further development of civil society in Ukraine, it should be noted two main directions: (1) the intensification of cooperation between our country and the EU and NATO; (2) constructive interaction between the state and the public. A cooperation with international organizations stimulates the participation of public organizations in the implementation of various social projects, as well as the rapid development of global communication networks and social relationships between representatives of different countries.
In order to achieve constructive interaction between the state and the public, the system of domestic legislation should primarily focus on protecting the rights of civil society institutions, prioritizing public rights as a condition for establishing equal relations between the state and society.
