ДЕРЖАВНА СЛУЖБА УКРАЇНИ: СПЕЦИФІКА СКЛАДНОЩІВ МОДЕРНІЗАЦІЙНОГО ПРОЦЕСУ
Анотація
У статті обґрунтовано актуальність реформування системи державного управління та впливу вказаного процесу на модернізацію державної служби в Україні. Вказано на необхідність обґрунтування наслідків модернізації системи державної служби та формування позитивного іміджу державного службовця. Здійснено змістовний аналіз реалізації Стратегії реформування державного управління до 2021 року, з метою визначення основних проблем реформування системи державного управління та акцентування на ключових досягненнях зазначеної реформи. Узагальнено результати, проведеного авторами публікації, соціологічного дослідження щодо оцінювання державними службовцями процесу модернізації державної служби України. Виокремлено та охарактеризовано основні показники вказаного дослідження. Визначено фактори ускладнення процесу модернізації державної служби України. Зроблено висновок, що на сучасному етапі розвитку українського суспільства державна служба постає, як складний інституціональний комплекс у процесі модернізації якого, варто активно використовувати мережеві організаційні структури, співпрацювати з громадянським суспільством через його інституції, всебічно підтримувати діалог органів державної влади з населенням та залучати його до прийняття управлінських рішень.

STATE SERVICE OF UKRAINE: SPECIFICITY OF COMPLEXITIES OF THE MODERNIZATION PROCESS
Summary
The article substantiates the urgency of the public administration system reform and the impact of this process on the modernization of the state service in Ukraine. The necessity to substantiate the consequences of modernization of the state service system and formation of a positive image of a civil servant is pointed out. A thorough analysis of the implementation of the Public Administration Reform Strategy until 2021 was carried out, in order to identify the main problems of public administration reform and focus on the key achievements of the said reform. It is noted that the main problem of public administration reform is the untimely implementation of measures of the said reform due to the unrealistic terms of its completion, in particular, in the context of reforming pilot ministries. The results of the sociological research on the evaluation of the process of modernization of the state service of Ukraine by civil servants, conducted by the authors of the publication, are summarized. The main indicators of this study are highlighted and characterized, taking into account the following aspects: support of the process of modernization of the civil service; modernization exchanges in state institutions, where civil servants works; typology of interests of civil servants and the state of consideration of their professional skills; the effectiveness of motivation of civil servants, their own perception and expectations from the consequences of modernization of the civil service.
Factors complicating the process of modernization of the state service of Ukraine are identified, such as: politicization; insufficient communication and interaction between public authorities; lack of clear division of powers between departments and between their structural elements, between directorates and other ministry structures; lack of transparency of tender procedures; inefficient activity of the cohort of “new” civil servants; lack of effective mechanisms of motivation; a feeling of social insecurity at work.
It is concluded that at the present stage of development of the Ukrainian society state service appears as a complex institutional complex, in the process of modernization of which it is necessary to actively use network organizational structures, cooperate with civil society through its institutions, and comprehensively support dialogue of the public authorities with the population in order to involve the latter in management decision-making.
