СУЧАСНИЙ ІНСТРУМЕНТАРІЙ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ПРОЦЕСІВ ЗАБЕЗПЕЧЕННЯ ЯКОСТІ ПРОДУКЦІЇ
Анотація
Доведено, що поліпшення якості продукції є головним чинником зростання ефективності суспільного виробництва, повного задоволення матеріальних і соціально-культурних потреб споживачів, а також успішності діяльності підприємства. Підкреслено, що актуальнішими стають питання контролю за якістю продукції, яка надходить на споживчий ринок України, адже державні стандарти якості лише гарантують безпеку продукції для споживача. Розглянуто сутність категорій «якість», «якість продукції», «експертиза». Окреслено основні завдання проведення експертизи та наведено класифікацію видів експертизи. Систематизовано зміни, що відбулися у сучасній системі організації обігу товарів в Україні. Доведено необхідність упровадження нових управлінських механізмів у процеси організації товарного обігу. Запропоновано в систему організації товарно-виробничих відносин інтегрувати логістичний підхід до організації експертизи товарів, яка виступає інструментом, що забезпечує якість продукції та, як наслідок, конкурентоспроможність і ринкову стійкість. Представлено принципову схему логістичного підходу до застосування контрольно-експертного інструментарію управління якістю, де об’єктом експертизи виступають два інтегровані потоки. Перший потік є процесом руху товарів від виробника до споживача, другий потік являє собою процес комерційної діяльності (комерційну логістику) від вивчення, виявлення потреб, формулювання бізнес-ідеї до створення або реструктуризації комерційного підприємства. Отже, об’єктом захисту за допомогою споживчої експертизи є споживач, а об’єктом підтримки комерційної експертизи - виробник (підприємець). Але інтереси споживача і виробника збігаються на двох головних діючих елементах ринку – товарах і фірмі. Системно представлено функції споживчої і комерційної експертизи по відношенню до якості товару, конкурентоспроможності товару, конкурентоспроможності фірми, іміджу фірми.
Доведено, що при впровадженні логістичного підходу до управління якістю можливо пов’язати у гармонізовану систему і збалансувати інтерес споживача і виробника при пріоритеті інтересів споживача. Визначено основні принципи впровадження логістичного підходу до управління якістю:
Доведено, що системне впровадження на всіх етапах ланцюга товарно-виробничих відносин контрольно-експертного інструментарію управління якістю дає змогу забезпечити належний рівень відповідності продукції нормам чинного законодавства та мінімізувати кількість спірних ситуації, що виникають між споживачем і продавцем.

MODERN TOOL FOR STATE REGULATION OF PROCESSES FOR PROVIDING QUALITY OF PRODUCTION
Summary
It is proved that improvement of product quality is a major factor in the growth of the efficiency of social production, full satisfaction of the material and socio-cultural needs of consumers, as well as the success of the enterprise. It is emphasized that the issues of control over the quality of products coming to the consumer market of Ukraine become more topical, because state quality standards only guarantee the safety of products for the consumer. The essence of the categories "quality", "product quality", "expertise" is considered. The main tasks of the examination are outlined and the classification of types of expertise is given. The changes that have taken place in the modern system of organization of goods circulation in Ukraine are systematized. The necessity of introduction of new administrative mechanisms in the processes of organization of commodity circulation is proved. It is proposed to integrate the logistic approach to the organization of commodity-manufacturing relations into the system of organization of commodity-production relations, which acts as an instrument ensuring the quality of products and, as a consequence, competitiveness and market stability. The principal scheme of the logistic approach to the use of control and expert tools of quality management is presented, where the object of expertise is two integrated flows. The first stream is the process of movement of goods from manufacturer to consumer, the second stream represents the process of commercial activity (commercial logistics) from studying, identifying needs, formulating a business idea for the creation or restructuring of a commercial enterprise. Thus, the object of protection by means of consumer expertise is the consumer, and the object of support of commercial expertise is the producer (the entrepreneur). But the interests of the consumer and the manufacturer coincide with the two main operating elements of the market - goods and firms. Systemic representation of the functions of consumer and commercial expertise in relation to the quality of goods, the competitiveness of the goods, the competitiveness of the company, the image of the company.
It is proved that the introduction of a logistic approach to quality management can be linked to a harmonized system and balance the interest of consumers and producers with the priority of consumer interests. The basic principles of implementation of the logistic approach to quality management are defined:
It is proved that the system implementation at all stages of the chain of commodity-production relations of the control and expert tools of quality management enables to ensure the proper level of conformity of products to the norms of the current legislation and to minimize the number of controversial situations that arise between the consumer and the seller.
