ДЕРЖАВНА ПОЛІТИКА ЗАБЕЗПЕЧЕННЯ ЯКОСТІ НАДАННЯ КАРДІОЛОГІЧНОЇ ВИСОКОСПЕЦІАЛІЗОВАНОЇ МЕДИЧНОЇ ДОПОМОГИ

Анотація

У статті проведено аналіз державної політики забезпечення якості надання кардіологічної високоспеціалізованої медичної допомоги. Наведено позитивний досвід Сполучених Штатів Америки щодо результатів (покращення клінічних показників) запровадження бюджетних програм у сфері охорони здоров’я. Згруповано бюджетні програми Міністерства охорони здоров’я України у чотири основні групи (організація і підготовка кадрів у сфері охорони здоров’я; реконструкція корпусів та капітальне будівництво; надання медичної допомоги населенню; протиепідеміологічні заходи) та виділено ті, що містять напрями щодо надання висококваліфікованої кардіологічної допомоги. Наведено структуру обсягів фінансування бюджетних програм за напрямами реалізації у сфері охорони здоров’я у 2021 р. Систематизовано основні методи забезпечення якості медичних послуг. Наведено окремі показники клінічної ефективності у роботі Національного інституту серцево-судинної хірургії ім. М. М. Амосова.

STATE POLICY OF QUALITY ASSURANCE OF CARDIOLOGICAL HIGHLY SPECIALIZED MEDICAL CARE

Summary

The article analyzes the state policy of quality assurance of cardiac highly specialized medical care. According to the World Health Organization, cardiovascular disease is the leading cause of death in the world. Every year, 17.9 million people die from this problem in the world. An important element of health care is to provide a scientifically sound model of management of the process of providing highly qualified cardiac care. One of the instruments of the state policy in the field of health care is the mechanism of realization of the corresponding budgetary programs. The positive experience of the United States of America on the results (improvement of clinical indicators) of the implementation of budget programs in the field of health care is presented. The budget programs of the Ministry of Health of Ukraine are grouped into four main groups (organization and training in the field of health care; reconstruction of buildings and capital construction; provision of medical care to the population; anti-epidemiological measures) and those that contain areas for providing highly qualified cardiology assistance are highlighted. The goals of the state health policy aimed at the above programs are to create an accessible and capable network of specialized health care facilities for the provision of quality medical services, as well as the rapid recovery of patients. The ultimate goal of health programs is to achieve the desired health outcomes and improve the quality of life of the population. Based on the above, it is obvious that quality measurement is mandatory. In the process of organizing the quality control of medical services, it is proposed to divide the tools into external (those performed by a third party) and internal (tools used by the company's staff). The structure of volumes of financing of budgetary programs on directions of realization in the field of public health services in 2021 is resulted. The basic methods of maintenance of quality of medical services are systematized. Some indicators of clinical efficiency in the work of the National Institute of Cardiovascular Surgery named after MM Amosov are given.
