ВЗАЄМОДІЯ ПУБЛІЧНИХ ІНСТИТУЦІЙ ЩОДО ЗАБЕЗПЕЧЕННЯ СОЦІАЛЬНО-ЕКОНОМІЧНОЇ БЕЗПЕКИ ДЕРЖАВИ

Анотація

У статті досліджено особливості взаємодії публічних інституцій щодо забезпечення соціально-економічної безпеки держави. Охарактеризовано підґрунтя державної політики у сфері соціально-економічної безпеки. Показано, що підґрунтя державної політики у сфері соціально-економічної безпеки становлять положення Конституції України, законів, указів і розпоряджень Президента, постанов Уряду, державних програм тощо. Підкреслено, що така політика реалізується за допомогою організації скоординованої діяльності органів державної влади центрального та регіонального рівня, громадських об'єднань і громадян. Виділено основні ознаки, притаманні для органів державної влади, у тому числі які забезпечують соціально-економічну безпеку держави: вони є частиною єдиної системи органів державної влади; вони наділені особливим статусом, який визначається та врегульовується на трьох рівнях: конституційному, законодавчому та підзаконному; вони здійснюють діяльність від імені держави; вони наділені рядом спеціальних компетенцій і владних повноважень, необхідних для виконання покладених на них завдань; вони є підзвітними та орієнтуються у своїй діяльності на виконання законів; вони виконують покладені на них функції на основі високих професійних вимог та існуючих принципів державної служби; вони є чітко організованими структурами (інституціями), які мають у своєму розпорядженні необхідні фінансові та матеріальні кошти для забезпечення основної діяльності. Виокремлено рівні системи державних органів і відомств, здатних забезпечувати соціально-економічну безпеку держави: стратегічний, законодавчий, виконавчо-розпорядчий та рівень, представлений органами судової юстиції та судовими органами влади.

INTERACTION OF PUBLIC INSTITUTIONS TO ENSURE THE SOCIAL AND ECONOMIC SECURITY OF THE STATE

Summary

The article studies the peculiarities of interaction of public institutions to ensure the social and economic security of the state. In domestic state-management and legal science, there is a problem of relationship between the concepts of "State body," "State authority," "institute" and "organization." Fundamental science, as a criterion for the separation of state authorities from state bodies, determines the attitude of the body to one of the branches of government (legislative, executive or judicial). The fundamentals of state policy in the sphere of social and economic security are studied. It is shown that the ground of state policy in the field of social and economic security is composed of the provisions of the Constitution of Ukraine, laws, decrees and orders of the President, resolutions of the Government and state programs. It is emphasized that such a policy is implemented through the organization of coordinated activities of state authorities at the central and regional levels, public associations and citizens. The following main features of state authorities, including those which ensure the social and economic security of the state, are identified: they are part of a unified system of state authorities; they have a special status, which is defined and regulated at three levels: constitutional, legislative and by-law ones; they carry out activities on behalf of the state; they have a number of special competencies and powers necessary to carry out their tasks; they are accountable and guided in their activities to implement laws; they perform their functions on the basis of high professional requirements and existing principles of public service; they are clearly organized structures (institutions) that have the necessary financial and material means at disposal to ensure substantive activities. The levels of the system of state authorities and departments capable of ensuring the social and economic security of the state are identified: strategic, legislative, executive and administrative ones and the level represented by the judicial justice and judicial authorities.
Based on the analysis of the scientific achievements on application of an institutional approach in the framework of public administration, we can also insist on the need to allocate an institutional level to ensure social and economic security. This level is represented by the state institutions providing the security system of Ukraine at the level of the existing set of events. The latter include the protection of state borders, the implementation of customs and tax control, the support of the optimal regime of population migration, etc.
