АНАЛІЗ РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ СОЦІАЛЬНОЇ ПОЛІТИКИ ПОЛТАВСЬКОЮ ОБЛАСНОЮ РАДОЮ

Анотація

У статті проаналізовано особливості реалізації державної соціальної політики Полтавською обласною радою. Були досліджені питання, з якими звертались громадяни до органів виконавчої влади, і встановлено, що левову частку займають проблеми соціального захисту населення. Зазначається, що сума, визначена в обласному бюджеті для надання допомоги вразливим громадянам, рівномірно розподіляється між депутатами обласної ради. Вони приймають рішення щодо використання коштів лише особисто, без втручання виконавчого апарату області або інших сторонніх осіб.
З метою надання додаткової соціальної підтримки пільговим категоріям населення регіону реалізується Комплексна соціальна програма. Розпорядженням голови Полтавської обласної державної адміністрації затверджено «Порядок використання коштів, передбачених в обласному бюджеті для надання грошової допомоги громадянам, які опинилися в складних життєвих обставинах та іншим категоріям громадян». Визначено, що головним розпорядником коштів є Департамент соціального захисту населення Полтавської обласної державної адміністрації. Розпорядником бюджетних коштів нижчого рівня є Центр по нарахуванню та здійсненню соціальних виплат у Полтавській області.

ANALYSIS OF THE IMPLEMENTATION OF STATE SOCIAL POLICY BY THE POLTAVA REGIONAL COUNCIL

Summary

The article analyzes the peculiarities of the implementation of state social policy by the Poltava Regional Council. The issues addressed by the citizens to the Poltava Regional Council were investigated and it was found that the lion's share is occupied by the problems of social protection of the population. It is noted that the amount determined in the regional budget to provide assistance to vulnerable citizens is evenly distributed among the deputies of the regional council, who decide on the use of funds only personally, without interference from the executive staff of the regional or other outsiders.
In order to provide additional social support to privileged categories of the population in the region, a Comprehensive Social Program is being implemented. The order of the head of the Poltava Regional State Administration approved the «Procedure for the use of funds provided in the regional budget to provide financial assistance to citizens who find themselves in difficult life circumstances and other categories of citizens». It is determined that the main administrator of funds is the Department of Social Protection of the Poltava Regional State Administration. The administrator of the lower level budget funds is the Center for the calculation and implementation of social benefits in the Poltava region.
The ability of the state to create appropriate protection of the legitimate social interests of citizens depends on the effective implementation of administrative and legal mechanisms of citizens 'rights and the speed of the authorities' response to their appeals. The analysis of the appeals of the citizens of Poltava region, received by the Poltava regional council, allows the management to draw conclusions about the actual state of exercising the constitutional rights of communities to appeal and about the actual state of resolving issues raised in the appeals. Employees of the executive staff of the regional council pay great attention to identifying and eliminating the causes that determine the complaints of citizens, take a list of measures to prevent the formation of grounds for reasonable re-appeals and appeals to higher authorities and more.
