ВПРОВАДЖЕННЯ ЗАСОБІВ ЦИФРОВОГО УПРАВЛІННЯ В СФЕРІ ОХОРОНИ ЗДОРОВ’Я

Анотація

Сучасний стан соціально-економічного розвитку України супроводжується складними умовами реформування охорони здоров’я. У світлі постійного прогресу на шляху оцифрування надання медичної допомоги, дослідники та фахівці з інформаційних технологій неодноразово наголошували на зростаючій потребі в ефективному управлінні. Завдяки складності галузі охорони здоров'я в поєднанні зі швидким темпом інноваційних технологій питання впровадження цифрових технологій охорони здоров’я та електронних медичних рішень є дуже актуальним.
Теорія і практика державного управління потребує негайної розробки організаційних, управлінських, політикоправових засад реформування сучасної системи охорони здоров'я. У статті розглянуто сучасний стан існуючої в Україні електронної системи охорони здоров’я. Запропоновано впровадження механізму продуктів цифрової медицини, які керуються високоякісними апаратними та програмними продуктами та підтримують дослідження здоров'я та практику медицини в цілому.

INTRODUCTION OF DIGITAL CONTROL TOOLS IN THE FIELD OF HEALTHCARE

Summary

The current state of socio-economic development of Ukraine is accompanied by difficult conditions for health care reform. In light of the constant progress in the digitalization of health services, researchers and information technology experts have repeatedly noted the growing need for effective management. Due to the complexity of healthcare combined with the rapid pace of innovative technologies, the introduction of digital healthcare technologies and electronic healthcare solutions is very important.
The theory and practice of public administration require the immediate development of the organizational, managerial, political and legal framework for reforming the modern health care system. The article examines the current state of the e-health system that exists in Ukraine. Digital health is the use of digital technologies and available data, as well as related cultural changes, to help people manage their health and well-being and to transform the nature of health care. A wide range of digital health includes categories such as mobile health (mHealth), health information technology (IT), carrier devices, television and telemedicine, and personalized medicine. Ukraine has embarked on the path of digitalization, as evidenced by the adoption in 2018 of the Concept of development of the digital economy and society of Ukraine for 2018-2020.
Digital health solutions continue to grow for both their own and their potential. Despite these achievements, trust the various trusted pages - from suppliers and employees to payers, and special and regulatory - are used very weak. Along with the good practice, the issue of using digital control will be raised. Patients want security and privacy. You must assume that their personal data and medical records were recorded accurately and reliably.
The article recommends a comprehensive framework for organizations seeking to improve patient safety outcomes in the use of health information technology and the introduction of a mechanism for digital medicine products that are driven by high-quality hardware and software products and support health research and medical practice in general.
