СИСТЕМНИЙ ПІДХІД ДО ФОРМУВАННЯ СУЧАСНОЇ ІНФРАСТРУКТУРИ УПРАВЛІННЯ РОЗВИТКОМ ТЕРИТОРІАЛЬНИХ ГРОМАД
Анотація
У статті визначено, що інфраструктура системи управління соціально-економічним розвитком територіальних громад повинна базуватись на головних функціях управління, а саме: планування, облік (статистика) та аналіз. Крім того, мають бути інституційні органи, які підтримують процес ефективного виконання функцій управління органами управління територіальних громад. В якості інституційних органів, що забезпечать державне регулювання розвитку громад виділені «Агентство розвитку територіальних громад» та «Дорадча служба». Визначено необхідність розробки державної «Програми модернізації системи управління розвитком територіальних громад», яка має забезпечити перехід від існуючого стану управління розвитком територіальних громад до сучасного та ефективного. В якості важливої передумови ефективності управління в територіальних громадах визначено необхідність створення системи електронного врядування на місцевому рівні.

SYSTEMATIC APPROACH TO THE FORMATION OF MODERN INFRASTRUCTURE OF MANAGEMENT OF TERRITORIAL COMMUNITY DEVELOPMENT
Summary
The article stipulates that in the process of researching the development management of united territorial communities, both domestic and foreign practical experience of local development management is insufficiently taken into account as a system that harmoniously combines the influence of central government, local government and civic initiatives. The appropriate combination, provided it is effective, is systemic in nature and is an effective infrastructure that functionally integrates the institutional elements of the system and community initiatives. The priority strategic goal of modernizing the system of managing the development of territorial communities should be the formation of modern living standards of the inhabitants of territorial communities, and not narrowing the problem to measures to overcome poverty. The study focuses on the fact that the infrastructure of the management system of socio-economic development of territorial communities should be based on the main functions of management, namely: planning, accounting (statistics) and analysis. In addition, there should be institutional units that support the process of effective management of territorial communities. The “Agency for the Development of Territorial Communities” and the “Advisory Service” have been identified as institutional unites that will ensure state regulation of community development. The study proposes to change the mechanisms of financing regional development, at the central level, by conducting all financial flows through a single institution "Agency for the Development of Territorial Communities", ensuring compliance with the requirements of joint government funding with local communities. It is extremely necessary to develop and implement a unified methodology for programming the development of territorial communities. After all, programming is the initial stage of the management process, and if there is no program, then the whole management process is complicated, turns into an imitation. The necessity of development of the state "Program of modernization of the system of management of development of territorial communities" which should provide transition from an existing condition of management of development of territorial communities to modern and effective is defined. The need to create an e-government system at the local level has been identified as an important prerequisite for effective governance in local communities.
