ПОЛІТИКО-ПРАВОВЕ ПРОЕКТУВАННЯ ТА ДЕРЖАВНЕ КОНСТРУЮВАННЯ СИСТЕМИ ЗАБЕЗПЕЧЕННЯ НАЦІОНАЛЬНОЇ БЕЗПЕКИ ІСПАНІЇ: УРОКИ ДЛЯ УКРАЇНИ
Анотація
Метою статті є вивчення досвіду Іспанії щодо політико-правового проектування і державного конструювання системи забезпечення національної безпеки та оцінка можливостей його використання в державно-управлінській практиці забезпечення національної безпеки України.
Для вирішення завдань дослідження використовувалися методи аналізу і синтезу, системно-ситуаційний підхід.
Історична декомпозиція державної політики та законодавства Іспанії у сфері національної безпеки в період 1978-2013 рр. дозволило встановити, що в Іспанії функціонують оборонно-репресивно-обмежувальна та сателітна воєнно-політичні моделі блокової держави, що знайшло своє відображення в концептуальних, правових та інституційних засадах забезпечення національної безпеки.
Обґрунтовано доцільність використання у вітчизняній державно-управлінській практиці досвіду Іспанії щодо використання оборонно-репресивно-обмежувальної та сателітної воєнно-політичних моделей блокової держави в практиці інтегрованого управління розвитком системи забезпечення національної безпеки.

POLITICAL AND LEGAL DESIGN AND STATE CONSTRUCTION OF SPAIN'S NATIONAL SECURITY SYSTEM: LESSONS FOR UKRAINE
Summary
The purpose of the article is to study the experience of Spain in the political and legal design and state construction of the national security system and to assess the possibilities of its using in state and public administration practice of Ukraine’s national security .
To solve the tasks of the research we used: methods of analysis and synthesis – to understand the problems of political and legal design and state construction of the national security system; comparative analysis – during the foreign experience studing in the field of national security; system-situational approach – to assess the possibilities of introducing positive foreign experience into domestic public administration practice.
It was found that within the historical period we studied in 1978-2013, the Spanish leadership carried out political and legal design and state construction of the national security system in the context of European and Euro-Atlantic integration. It is established that the defense-repressive-restrictive and satellite types of military-political model of Spain as a bloc state is reflected in the following subsystems of the national security system: a) in the conceptual subsystem, namely in the Spanish Constitution (1978), National Defense Directives (1984, 1986; 1992, 1996, 2000, 2008, 2012), White Book (2000), National Security Strategies of Spain (2011, 2013), National Cyber Security Strategies of Spain (2013), Military Strategy (2003). These documents set out the conceptual framework for national security policy, cyber security and military security providing; b) in the legal subsystem – in the Organic Law 5/2005 «About National Defense» (2005), which defines the legal basis for national security; c) in the institutional subsystem, which is represented by a rather ramified structural network of state institutions in charge of national security in Spain.
It is justified the expediency of using the experience of Spain in the use of defense-repressive-restrictive and satellite military-political models of the bloc state in the practice of integrated management of the national security system’s development is substantiated in the domestic public administration practice.
