ОСОБЛИВОСТІ ПРОЦЕСУ ПЛАНУВАННЯ ДІЯЛЬНОСТІ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ

Анотація

Статтю присвячено ключовим проблемам планування, а також виробленню практичних рекомендацій щодо активізації та підвищення ефективності даного процесу в межах територіальної громади. Проаналізовано основні існуючі підходи до проблеми планування, його стратегічні горизонти; фактори, що можуть прискорити та пригальмувати даний процес. Здійснено детальний огляд наукової літератури з даної проблеми. Автор аргументовано доводить, що місцеві спільноти в Україні мають, серйозний потенціал, однак він поки що нереалізований у повній мірі. Доведено, що процесі планування необхідно побудувати досяжний образ майбутнього стану справ у громаді спираючись при цьому на існуючий потенціал, ресурси, вміння, наявність зацікавлених членів громади. Побудова майбутнього образу спільноти має обов’язково включати стратегічний контекст: набір цілей, показників успіху, якостей, котрі є важливими для членів громади і дозволять говорити про досягнення необхідних змін. Підходяща термінологія в процесі планування є напрочуд важливою і несе у собі можливість створення бажаного ідейно-організаційного імпульсу осмислення майбутнього.

THE SPECIFICITY OF PLANNING THE ACTIVITIES IN THE LOCAL COMMUNITY LIFE

Summary

The article deals with the key issues of planning, as well as the development of practical recommendations for activating and improving the efficiency of this process within the territorial community. The main existing approaches to the problem of planning, its strategic horizons are analyzed; factors that can speed up and slow down the process. A detailed review of the scientific literature on this issue has been made. The author argues with good reason that the local communities in Ukraine have serious potential, but it has not yet been fully realized. It is proved that in planning it is necessary to build an attainable image of the future state of affairs in the community based on the existing potential, resources, skills of interested members of the community. Strategic planning of the future society is a rather powerful tool for its development. It is a synthesis of several important functions of social management, including modeling, comprehension, and coordination. Any planning is aimed at creating a certain achievable image of the future, which in the real development plan of the community should be detailed in detail. The latter, in turn, plays a large role for the implementation of other managerial functions (control, stimulation, reanalysis). In any society, there are competing interests, needs, and expectations that require constant attention. Over the past few decades, a wide range of new community work methods have been developed and tested. They include new ways of people interacting, supporting positive initiatives, implementing useful projects. The community also has at its disposal skills, assets, resources and the ability to provide services. The task of local authorities is to determine which of the needs should be satisfied, the assets are strengthened, how much it will cost and where the resources will be found. Building a future community image must necessarily include a strategic context: a set of goals, indicators of success, qualities that are important for community members and allow us to speak about achieving the necessary changes. Appropriate terminology in the planning process is really important and carries the ability to create the desired ideological and organizational impulse to understand the future.
