Анотація
Сформований порядок включення землевідведення в вартість автодороги перейшов з планової економіки, в якій земля не мала ринкової вартості. Зараз вартість земель має вартісну оцінку і може мати значний вплив на вартість автодороги, особливо в умовах високої вартості земель поселень в приміській зоні або високої родючості сільськогосподарських земель. Облік вартості землевідведення в питомої вартості, на наш погляд, має як позитивні, так і негативного ні наслідки.

FACTORS INFLUENCING THE STATE REGULATION OF THE IMPLEMENTATION OF PUBLIC-PRIVATE PARTNERSHIP IN CONSTRUCTION
Summary
It is determined that in the conditions of state regulation of PPP implementation the issues of improving the network of regional roads in regions with developed agriculture with the participation of Ukrainian and foreign investors on the principles of public-private partnership become relevant. The costs of developing the transport network will help increase the socio-economic efficiency of investment by reducing transport costs and increasing the investment attractiveness of the territories. Due to the specificity of this type of facilities and their importance in the national economy and social sphere, special rules for land allocation and land use, including their reservation in accordance with road development plans, may be established for the construction of roads. One of the most pressing problems of land use concerns the type of acquired right to land for the construction of roads. For new construction, this can only be a lease or acquisition of property rights, as both public and private easements do not allow the issuance of permits for the construction of roads. The existing procedure for land allocation also provides only for the lease or registration of land ownership for road management projects. With the development of land legislation and the development of civil society in Ukraine, the participation of public activists and non-profit organizations in the allocation of land for the construction of roads will increase. The issues arising in connection with the allocation of land were removed by the creation of a special commission, which assessed all the legal and socio-economic problems of the decisions made. Currently, the road section has been put into operation according to the previously planned option, but an additional ecological and economic substantiation of the route laying option has been carried out. The formed order of inclusion of land allotment in the cost of the highway passed from the planned economy in which the earth had no market value. Currently, the value of land is valued and can have a significant impact on the cost of the road, especially in conditions of high cost of land settlements in the suburban area or high fertility of agricultural land. Accounting for the cost of land allocation in the unit cost, in our opinion, has both positive and negative consequences.
