НАПРЯМИ ПІДВИЩЕННЯ ІНСТИТУЦІЙНОЇ СПРОМОЖНОСТІ АГЕНЦІЙ РЕГІОНАЛЬНОГО РОЗВИТКУ

Анотація

Розглянуто діяльність агенцій регіонального розвитку як інституційних структур, що утворені з метою сприяння реалізації державної регіональної політики. Здійснено ретроспективний огляд процесу формування агенцій регіонального розвитку протягом 2016-2021 років. Встановлено, що через наявні проблеми із ресурсним забезпеченням, інституційна спроможність агенцій регіонального розвитку не реалізується повною мірою. Визначено напрями підвищення інституційної спроможності агенцій регіонального розвитку, зокрема, обґрунтовано рекомендації щодо доцільності надання їм права здійснення окремих видів операцій на комерційній основі. Акцентовано увагу на необхідності здійснення низки заходів з боку органів державної виконавчої влади, які сприятимуть підвищенню інституційної спроможності агенцій регіонального розвитку, зокрема, що стосуються покращення рівня інформаційного та методичного забезпечення їх діяльності, підготовки компетентних керівників середньої ланки та безпосередніх виконавців робіт. Рекомендовано здійснювати на рівні агенцій регіонального розвитку, як локальних науково-аналітичних центрів, моніторинг основних соціально-економічних показників з подальшим розробленням, за його результатами, пропозицій для органів місцевої влади щодо зменшення соціально-економічних диспропорцій в регіоні.

DIRECTIONS FOR INCREASING THE INSTITUTIONAL CAPACITY OF REGIONAL DEVELOPMENT AGENCIES

Summary

The article considers the activities of regional development agencies as institutional structures established to promote the implementation of state regional policy. Emphasis is placed on the need for their transformation, in the context of decentralization and the emergence of new challenges and threats, into local research and analytical and consulting institutions on regional and local development. A retrospective review of the process of formation of regional development agencies during 2016-2021 was carried out and the main problems that hinder the implementation of their functions under current legislation were identified. The basic indicators of the institutional capacity of regional development agencies of Ukraine at present, in particular, the level of material, personnel and financial support are analyzed. It is established that due to the existing problems with resource provision, the institutional capacity of regional development agencies is not fully realized. One of the main problems for most of these institutions is insufficient budget funding and lack of revenue from other possible alternative sources. The directions of increasing the institutional capacity of regional development agencies are identified. In particular, the recommendations on the expediency of granting them the right to conduct certain types of transactions on a commercial basis (concluding agreements with business entities to develop and support investment projects, conducting marketing research, providing information and consulting services) and taxation of income in accordance with current legislation. Consolidation of this status will encourage agencies to improve their performance and encourage more active search and attraction of potential investors in both domestic and foreign markets. Emphasis is placed on the need to implement a number of measures by state executive bodies that will increase the institutional capacity of regional development agencies, in particular, those that improve the level of information and methodological support for their activities, training of competent middle managers and direct executors (managers, analysts, consultants). It is recommended to monitor the main socio-economic indicators at the level of regional development agencies, as a local research and analytical center, with further substantiation, based on its results, of proposals for local authorities to reduce socio-economic disparities in the region.
