ЗАСТОСУВАННЯ ТЕХНОЛОГІЙ ШТУЧНОГО ІНТЕЛЕКТУ У РЕФОРМУВАННІ СФЕРИ ОХОРОНИ ЗДОРОВ’Я
Анотація
У статті доведено, що технології штучного інтелекту стануть основою для підвищення результативності реформування сфери охорони здоров’я України завдяки покращенню діагностики захворювань, розширенню можливостей проведення клінічних досліджень, розробці ефективних медичних препаратів, прийняттю узагальнених, оптимальних, превентивних, інтерпретованих та клієнто-орієнтованих рішень. Встановлено, що важливим питанням соціалізації впровадження технологій штучного інтелекту є захист людської автономії, та збереження їх основних можливостей, наприклад в прийнятті непростих рішень громадянами стосовно охорони власного здоров’я, разом з тим повинна забезпечуватись абсолютна конфіденційність отриманої інформації. Зазначено, що алгоритми штучного інтелекту повинні розроблятись таким чином, щоб заохочувати максимально широке використання та доступ до них у медичній галузі. Обґрунтовано, що однією з переваг штучного інтелекту є його здатність до самонавчання на основі практичного досвіду. Визначено проблеми, які перешкоджають активному розвитку та впровадженню технологій штучного інтелекту в сферу охорони здоров’я України.

APPLICATION OF ARTIFICIAL INTELLIGENCE TECHNOLOGIES IN HEALTHCARE REFORM
Summary
The purpose of the article is to substantiate the need of using artificial intelligence technologies in reforming the healthcare sector in Ukraine. It is proved that artificial intelligence technologies will form the basis for maximizing the effectiveness of reforming the healthcare sector in Ukraine by improving disease diagnosis, expanding clinical research opportunities, developing effective medical drugs, making generalized, optimal, preventive, interpreted, and customer-oriented decisions.
The research revealed that an important issue in socialization of implementing artificial intelligence technologies is the protection of human autonomy, and preservation of their basic capabilities, for instance, the ones concerning difficult decisions taken by citizens regarding their own health. Moreover, guaranteeing absolute confidentiality of information is extremely crucial in this case. When developing artificial intelligence algorithms used in health care, it is necessary to envisage the possibility to provide comprehensible, accurate, and effective recommendations for clearly identified cases or medical indications.
It is determined that artificial intelligence algorithms should be developed in such a way so as to encourage the widest possible use and access to them in the medical sphere. However, we should not forget about the necessity to increase the level of responsibility and accountability when using artificial intelligence technologies in healthcare sector of Ukraine.
It is substantiated that one of the advantages of artificial intelligence is its self-learning capability based on practical experience. However, despite the existing innovative potential, there are still loads of barriers that hinder the active development and implementation of artificial intelligence technologies in the healthcare sector of Ukraine. In particular, ensuring the confidentiality of data, adhering to ethical standards still remain problematic issues; and the lack of knowledge among management and medical staff regarding how artificial intelligence technologies function, leads to a high level of distrust in its capability.
One of the problems that needs to be solved with the help of artificial intelligence is providing prophylaxis, diagnosis, treatment planning, regulation of drug circulation, functioning of precision medicine and development of new drugs. The HR staff ensuring the functioning of the healthcare sector must possess appropriate knowledge of artificial intelligence technologies that would allow to meet the needs of the medical sphere in future.
