ФОРМУВАННЯ ЦИФРОВОЇ КОМПЕТЕНТНОСТІ ДЕРЖАВНИХ СЛУЖБОВЦІВ У ПРОЦЕСІ ФАХОВОЇ ПІДГОТОВКИ
Анотація
У статті розглядаються питання формування цифрової компетентності майбутніх державних службовців у процесі професійної підготовки. Зокрема, в структурі цифрової компетентності державних службовців виокремлено три основні групи компетенцій: загальні, професійні та комплементарні. Інформаційну, медійну, організаційну, комунікативну та продуктивна грамотність визначено як основні цифрові навички державних службовців, що необхідні в процесі роботи за фахом. Проаналізовано Рамку цифрової компетентності для громадян 2.0 (Digital Competence Framework for Citizens 2.0), яка побудована на основі досвіду багатьох країн, та Рамку цифрових компетентностей для громадян України 2.1 (DigComp UA for Citizens 2.1), яка адаптована до українських реалій. Визначені обов’язкові компоненти освітніх програм підготовки державних службовців, а також необхідні в сучасному суспільстві цифрові навички, які повинні бути сформовані в процесі професійної підготовки.

FORMATION OF DIGITAL COMPETENCE OF CIVIL SERVANTS IN THE PROCESS OF PROFESSIONAL TRAINING
Summary
The article is devoted to the formation of digital competence of future civil servants in the process of professional training. There are three main groups of competencies in the structure of digital competence of civil servants: general, professional and complementary. The first group of competencies includes simple digital skills and abilities, such as using the Internet, scanning and recognizing documents, using standard office programs to perform current tasks, and so on. The second group is related to the operation and even creation of various digital content, such as web pages, chat bots, channels and communities in messengers, setting up and using electronic document management systems and electronic archives, cloud data accumulation, etc. The third group of competencies involves mastering skills that help in the process of performing new tasks, such as business planning, development of social networks to support digital communications in communities. This includes more advanced skills of using data to model and support the social policy of the state, assessing the impact and analysis of data on social security of citizens and more. In addition, civil servants must learn to manage projects, as well as be able to interact with citizens through electronic tools. Information, media, organizational, communicative and productive literacy are defined as the basic digital skills of civil servants that are necessary in the process of working in the specialty. The Digital Competence Framework for Citizens 2.0, which is based on the experience of many countries, and the Digital Competence Framework for Citizens of Ukraine 2.1 (DigComp UA for Citizens 2.1), which is adapted to Ukrainian realities, have been analyzed. Required components of educational programs for civil servants and the necessary digital skills in modern society have been identified, which must be formed in the process of professional training. The digital skills of civil servants need to be constantly strengthened so that every citizen can take full advantage of modern electronic public services. But this does not mean that every civil servant should become a programmer or web designer, but rather that he or she should strive to implement best practices and tools for digital governance and e-democracy to ensure the sustainable development of communities.
