ШТУЧНИЙ ІНТЕЛЕКТ ЯК ІНСТРУМЕНТ ПУБЛІЧНОГО УПРАВЛІННЯ СОЦІАЛЬНО-ЕКОНОМІЧНИМ РОЗВИТКОМ: СМАРТ-ІНФРАСТРУКТУРА, ЦИФРОВІ СИСТЕМИ БІЗНЕС-АНАЛІТИКИ ТА ТРАНСФЕРТИ
Анотація
У статті визначено роль та значення штучного інтелекту як інструменту соціально-економічного розвитку України. Доповнено перелік сфер застосування технологій штучного інтелекту, серед яких актуальними є: публічне управління, СМАРТ-інфраструктура, бізнес-процеси, банківська система та трансферти. Доведено, що пріоритетним для створення «держави загального добробуту» («welfare state») є використання технологій штучного інтелекту для моделювання процесів цифровізації, зокрема у сфері трансфертної державної політики з метою спрощення роботи над тестуванням урядових ініціатив, а також для допомоги суб’єктам прийняття державно-управлінських рішень у здійсненні аналізу, оцінюванні та прогнозуванні показників соціально-економічного розвитку України. Запропоновано використовувати алгоритми штучного інтелекту у системах бізнес-аналітики з метою здійснення розрахунків щоденних трансфертних доходів та видатків для кожного балансового рахунку, а також визначення вартості основних ресурсів для формування трасфертних ставок. Рекомендовано започаткувати в Україні соціальні програми для опанування молоддю технологій штучного інтелекту, зокрема у сфері формування смарт-інфраструктури, функціонування систем бізнес-аналітики та реалізації державної трансфертної політики.

ARTIFICIAL INTELLIGENCE AS A TOOL OF PUBLIC ADMINISTRATION OF SOCIO-ECONOMIC DEVELOPMENT: SMART INFRASTRUCTURE, DIGITAL BUSINESS ANALYSIS AND TRANSFER SYSTEM
Summary
The article identifies the role and importance of artificial intelligence as a tool for socio-economic development of Ukraine. It is stated that modern prospects for the use of artificial intelligence algorithms allow to process excessive amounts of information every hour, identify causal relationships that are not typical for an ordinary person, and therefore make predictions more accurate and decisions more effective. In today's digital world, organizations need to transform existing business models to stay known and gain a competitive edge. Solving the strategic challenges of the modern world is usually complicated by a lack of information and factors that need to be modeled in random order. Artificial intelligence systems demonstrate that these problems can be successfully overcome. The goal of developers of artificial intelligence technologies for the needs of public administration is to ensure its ability to self-improvement, provided that friendly goals are guaranteed for people, governments, states, in particular concerning their national interests.
The list of areas of application of artificial intelligence technologies has been supplemented, the most relevant ones being: public administration, SMART-infrastructure, business processes, banking system and transfer operations. It has been proven that the use of artificial intelligence technologies to model digitization processes, in particular in the field of transfer public policy, is a priority for the creation of a “welfare state”, which will definitely simplify the work on testing government initiatives, as well as for assisting the public administration decision-making entities in their analysis, evaluation and forecasting the indicators of socio-economic development in Ukraine. It is proposed to use artificial intelligence algorithms in business intelligence systems in order to calculate daily transfer incomes and expenses for each balance sheet account, as well as to determine the cost of basic resources for the formation of transfer rates. It is recommended to launch social programmes for young people in Ukraine, which would allow them to acquire necessary knowledge in artificial intelligence technologies, particularly in the sphere of smart infrastructure formation, operation of business intelligence systems and implementation of state transfer policy. At the regional/local level, the state should establish cooperation with the private sector on the rights of mutually beneficial partnership by stimulating investment and the startup market, as well as providing intergovernmental transfers from the state budget and using local budgets.
