МОДЕРНІЗАЦІЯ СИСТЕМИ УПРАВЛІННЯ СОЦІАЛЬНОЮ СФЕРОЮ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ
Анотація
У статті розглянуто проблеми дієвості функціонування управлінської вертикалі після проведення ряду структурних змін у 2020-2021 рр. в рамках реформи децентралізації, зокрема створення нових укрупнених районів та посилення повноважень новостворених територіальних громад. Дослідження було спрямоване на обґрунтування та визначення функціонально-компетентнісних навантажень на районну ланку в умовах проведених змін та побудову нової управлінської моделі. Під час дослідження був проаналізований досвід Польщі та Франції, зокрема, щодо поєднання адміністративно-вертикальних та асоціативно-горизонтальних підходів для побудови зазначеної моделі. Було запропоновано запровадити на проміжному районному рівні систему управління розвитком галузей соціальної сфери, зокрема, освіти та охорони здоров'я, яка би спиралася на співробітництво громад при збереженні лідерської ролі виконавчого органу району.

MODERNIZATION OF THE SOCIAL SPHERE MANAGEMENT SYSTEM IN THE CONDITIONS OF DECENTRALIZATION
Summary
This article considers the problems of the effectiveness of the functioning of the chain of command after a number of structural changes in 2020-2021 within the framework of decentralization reform, including the creation of new enlarged areas and strengthening the powers of newly created territorial communities. The study was aimed at substantiating and determining the functional and competence loads on the district level in the context of changes and building a new management model. It is argued that the recent decisions and measures aimed at further development of decentralization, while having a significant positive effect on improving the management system, at the same time leave unresolved a number of issues of distribution for allocation of responsibilities between different levels. t is estimated that the transfer of a number of functions, which until recently were assigned to the district level, to territorial communities will not be able to ensure the creation of a fully effective management model, in particular in the social sphere.
The proposals for the introduction of a number of specific elements of the experience of organizing the chain of command in such countries as Poland and France, in particular for the use of community coordination functions by intermediate management units, have been made. The scheme of functional and competence loads in the education and health care management system is developed. The author proposed a new organizational and legal form of functioning of the intermediate management level in the form of association of territorial communities located in the territory of the district, communal establishments according to education and health care, and also the enterprises, establishments and the organizations of all patterns of ownership taking in this or that to a greater extent in the development of the infrastructure of both spheres of activity, and / or are related to the provision of educational or medical services. The introduction of such a structure will optimally combine democratic principles in the form of community cooperation with coordination by the district executive body.
