ВПРОВАДЖЕННЯ МЕХАНІЗМІВ ПУБЛІЧНОГО УПРАВЛІННЯ РОЗВИТКОМ ГУМАНІТАРНОЇ СФЕРИ В УКРАЇНІ: РЕГІОНАЛЬНИЙ АСПЕКТ
Анотація
Досліджується впровадження механізмів публічного управління розвитком гуманітарної сфери на регіональному рівні. Обґрунтовується зміст основних заходів, які необхідно здійснити для успішної реалізації державної політики в гуманітарній сфері різних регіонів України.
З’ясовано, що для ефективності цілеспрямованого регулятивного впливу на гуманітарну сферу на регіональному рівні держава повинна, насамперед, чітко визначити стратегічну мету духовного поступу суспільства, основні пріоритети і завдання, що потребують особливої уваги у цій сфері, сформулювати базові принципи впроваджуваної гуманітарної політики, з’ясувати стан та особливості розвитку духовного життя в різних регіонах країни, подбати про необхідні нормативно-провові, матеріально-технічні, фінансові, організаційні, кадрові та інші ресурси, адекватні поставленим цілям і завданням.
Доведено, якщо гуманітарний розвиток перестає бути об'єктом регyлюючоro впливу держави, полишається на "самоплив", він зазнає не менших деформацій, ніж за умови його надмірної регуляції. У цьому українці мали можливість переконатися на власному досвіді, коли після проголошення незалежності Українська держава майже повністю втратила свій вплив на гуманітарний розвиток країни і не зуміла його налагодити належним чином донині.
Пропонуються кардинальні зміни в гуманітарній сфері, які мають відбутися в напрямі гуманізації функціонування державних структур, їх управлінської діяльності, зміни державних пріоритетів до першочергового розв'язання проблем духовного оздоровлення нації, задоволення індивідуальних культурних запитів громадян. Для досягнення такої мети необхідне дійсне, а не декларативне об'єднання зусиль державних і недержавних органів, усіх суб'єктів суспільної життєдіяльності для формування єдиного гуманітарного простору України. Слід зважити на те, що вільна праця, творча самореалізація особистості приносить людям не тільки моральне задоволення, духовну насолоду, вона е також джерелом добробуту, підвищення рівня життя. Тобто гуманітарний розвиток стимулює трансформацію усього комплексу суспільних відносин, гуманізує суспільне життя в цілому, а гуманітарна сфера виконує роль потужного важеля і одночасно регулятора таких перетворень.

IMPLEMENTATION OF MECHANISMS OF PUBLIC MANAGEMENT OF HUMANITARIAN DEVELOPMENT DEVELOPMENT IN UKRAINE: REGIONAL ASPECT
Summary
The introduction of mechanisms of public management of the development of the humanitarian sphere at the regional level is studied. The content of the main measures that need to be taken for the successful implementation of state policy in the humanitarian sphere of different regions of Ukraine is substantiated.
It was found that for the effectiveness of targeted regulatory influence on the humanitarian sphere at the regional level, the state must, first of all, clearly define the strategic goal of spiritual progress, the main priorities and tasks that need special attention in this area, formulate basic principles of humanitarian policy. to clarify the state and features of the development of spiritual life in different regions of the country, to take care of the necessary regulatory, logistical, financial, organizational, personnel and other resources adequate to the goals and objectives.
It is proved that if humanitarian development ceases to be the object of regulatory influence of the state, remains on "self-flow", it undergoes no less deformations than under conditions of its excessive regulation. Ukrainians had the opportunity to see this for themselves, when after the proclamation of independence the Ukrainian state almost completely lost its influence on the humanitarian development of the country and has not been able to establish it properly to this day
Radical changes in the humanitarian sphere are proposed, which should take place in the direction of humanization of functioning of state structures, their administrative activity, change of state priorities to the priority solution of problems of spiritual recovery of the nation, satisfaction of individual cultural inquiries of citizens. To achieve this goal requires a real, not a declarative unification of efforts of state and non-state bodies, all subjects of public life to form a single humanitarian space of Ukraine. It should be borne in mind that free labor, creative self-realization of the individual brings people not only moral satisfaction, spiritual pleasure, it is also a source of well-being, raising living standards. That is, humanitarian development stimulates the transformation of the whole complex of social relations, humanizes public life in general, and the humanitarian sphere plays the role of a powerful lever and at the same time a regulator of such transformations.
