ВЗАЄМОДІЯ ОРГАНІВ ПУБЛІЧНОЇ ВЛАДИ З МІЖНАРОДНИМИ ОРГАНІЗАЦІЯМИ ЩОДО МІСЦЕВОГО РОЗВИТКУ

Анотація

У статті досліджено особливості взаємодії органів публічної влади з міжнародними організаціями. Зазначено, що налагодження співпраці органів публічної влади з міжнародними організаціями сприятиме дотриманню принципів верховенства права та закону, прав і обов’язків людини й громадянина, розвитку громадянського суспільства. З’ясовано, що співробітництво з авторитетними міжнародними організаціями дозволяє задіяти багатосторонні механізми взаємодії та визначити напрями інституціональних та структурних змін. Обґрунтовано місцевий розвиток як усвідомлену, планомірну діяльність органів влади, спрямовану на розвиток територіальної громади за для покращення умов та рівня життя мешканців через розробку і впровадження стратегій та програм. Показано, що співробітництво з міжнародними організаціями забезпечує підтримку на шляху до подолання бідності, розвитку людського потенціалу, захисту довкілля і просування демократичного врядування. Названо міжнародні організації, які на сьогодні співпрацюють з Україною і зазначено напрями їх діяльності. Зазначено, що удосконалення інституційних механізмів у сфері співробітництва передбачає посилення їх ролі як координуючих інститутів співпраці та розширення повноважень місцевого самоврядування у здійсненні міжнародних зв’язків.

NTERACTION OF PUBLIC AUTHORITIES WITH INTERNATIONAL ORGANIZATIONS REGARDING LOCAL DEVELOPMENT

Summary

The article examines the features of interaction of public authorities with international organizations. It is noted that the establishment of cooperation between public authorities and international organizations will promote the principles of the rule of law, the rights and responsibilities of man and citizen, the development of civil society. It was found that cooperation with authoritative international organizations allows to use multilateral mechanisms of interaction and to determine the directions of institutional and structural changes. Local development is substantiated as a conscious, planned activity of the authorities aimed at the development of the territorial community to improve the living conditions and living standards of residents through the development and implementation of strategies and programs. It has been shown that cooperation with international organizations provides support on the path to overcoming poverty, developing human potential, protecting the environment and promoting democratic governance. The international organizations that currently cooperate with Ukraine are named and the directions of their activity are indicated. It is determined that the projects of international donor organizations not only accelerate the movement of Ukrainian communities to European standards, form a strong civil society, but also help increase socio-economic development of communities, provide opportunities for local governments to master the latest approaches to governance and local issues. It is determined that international organizations are the most common type of international entities that exercise public control over elections in Ukraine through their missions. The results of the observers' work are conclusions about the fairness and democracy of the electoral process. It is noted that the improvement of institutional mechanisms in the field of cooperation involves strengthening their role as coordinating institutions of cooperation and expanding the powers of regional authorities and local governments in the implementation of international relations.
