РОЗВИТОК ТЕОРІЙ МОТИВАЦІЇ ДО ДЕРЖАВНОЇ СЛУЖБИ: ІСТОРИЧНИЙ КОНЦЕПТ

Анотація

Стаття присвячена дослідженню теоретичних засад формування мотивації персоналу до державної служби. Розглянуто особливості застосування теорій мотивації в публічних установах, зокрема теорію PSM. Основною ідеєю PSM є те, що державний службовець з високим рівнем PSM буде краще працювати на посаді, що дозволяє йому реалізувати свої соціальні мотивації. Деякі дослідження дійсно доводять, що високий рівень PSM прогнозує більш високу продуктивність. Доведено, що мотивація до державної служби є особливим видом мотивації. Це, свого роду, певний підвид внутрішньої мотивації. Співробітник, вмотивований інтересами суспільства і спільноти, це інший співробітник у порівнянні з тим, який вмотивований інтересами матеріального збагачення, престижу або кар’єри. Метою досліджень результатів PSM є оцінка прийняття рішень щодо вибору кар’єри. Адже, саме передбачення того, що люди, які працюють у державному секторі, мають якусь особливу мотивацію, і лежить в основі всього руху PSM. Доведено та обґрунтовано, що результати діяльності в публічній сфері виходять за рамки простого рівня ефективності, який лежить в основі класичних теорій мотивації, а державна кадрова політика в Україні повинна посилити управління мотивацією як вирішальним засобом залучення, утримання та винагороди державних службовців.

DEVELOPMENT OF MOTIVATION THEORIES FOR CIVIL SERVICE: HISTORICAL CONCEPT

Summary

The article deals with the study of theoretical foundation for staff motivation for public service. Motivation describes the processes by which certain motives are activated and put into action. The motivation for goals achieving depends on situational incentives, personal preferences and their interdependence. Motivation in workplace is the engine of success for any organization. That is why, numerous attempts have been made to theoretical explanation of the emergence, development and decline of motivation in various disciplines.
Civil service motivation is not a completely new concept that can be found in various historical texts and epochs. To date, empirical research has generated a wide range of ideas about the precursors and results of civil service motivation. This is especially important for public administration research, as it marks the first time that there is a full-fledged concept of motivation based on institutional theory that relates to people's needs, values and behavior, and to the wider context of public organizations and society.
Special features of implementation of motivation theories in public institutions, particularly PSM theory, have been considered. The underlying idea of PSM is that public servants with a high PSM level will work better when they have a position that enables them to fulfill their social motivation. Some studies state that a high PSM level forecasts higher productivity. It has been proved that public service motivation is a special type of motivation. This is some kind of intrinsic motivation. An employee who is motivated by public and community interests is an employee different from the one who is motivated by the material enrichment, prestige or career. The purpose of the study of PSM results was to assess the decisions on choosing a career. As a matter of fact, PSM movement is based on the prediction that people engaged in public sector have a special motivation. It has been proved and substantiated that job performance in the public sector goes beyond the simple efficiency level, which classical motivation theories are based on, while state personnel policy in Ukraine should intensify motivation management as a crucial means to engage, retain and reward public servants.
