НАУКОВІ ПІДХОДИ ДО ОРГАНІЗАЦІЇ ПРОФІЛАКТИЧНИХ ЗАХОДІВ В УМОВАХ НЕСТАБІЛЬНОЇ ЕПІДЕМІЧНОЇ СИТУАЦІЇ
Анотація
Статтю присвячено обґрунтуванню наукових підходів до організації профілактичних заходів в умовах нестабільної епідемічної ситуації. Встановлено, що основною функцією держави у сфері охорони здоров’я є вироблення державної політики, спрямованої на збереження та поліпшення якості надання медичної допомоги, здійснення низки заходів щодо запобігання масовим, насамперед інфекційним, захворюванням, які при неналежному організаційному забезпеченні здатні призвести до значних втрат людських ресурсів та матеріальних збитків для національної економіки. Доведено, що саме на сучасному етапі розвитку української державності, враховуючи більш ніж дворічну боротьбу у світі із пандемією COVID – 19, надзвичайно важливим є удосконалення державної політики України щодо протидії поширенню таких захворювань. Закцентовано увагу на дослідженнях вітчизняних науковців, які свідчать про фокусування уваги на проблемах організації медичної допомоги інфекційним хворим та внесених змінах до українського законодавства з питань протидії пандемії. Обґрунтовано необхідність створення ефективної державної системи боротьби з інфекційними хворобами та чіткого виокремлення її профілактичної складової в умовах нестабільної епідемічної ситуації третього тисячоліття.

SCIENTIFIC APPROACHES TO THE ORGANIZATION OF PREVENTIVE MEASURES IN THE CONDITIONS OF AN UNSTABLE EPIDEMIC SITUATION
Summary
The article is devoted to the substantiation of scientific approaches to the organization of preventive measures in an unstable epidemic situation. It has been established that the main function of the state in the field of healthcare is the development of state policy aimed at maintaining and improving the quality of medical care, the implementation of a number of measures to prevent massive, primarily infectious, diseases, which, with improper organizational support, can lead to significant losses of human resources and material damage to the national economy.
The extensive path of development of the domestic economy in the previous decades of its existence had a negative impact on the development of the health care system. The residual principle of financing led to the fact that the share of the gross domestic product, which was allocated to protect the health of the population of Ukraine, was several times less than in most developed countries. The material and technical equipment of the majority of medical and prophylactic institutions, the conditions of stay of patients in the hospital, drug supply were at a low level. At the same time, the efficiency of the use of available resources remained low, there was no rational system of incentives for medical workers according to the final results of their activities - the impact on the preservation and strengthening of the population's health, the provision of high-quality medical care in the required volumes, and the like.
Domestic researchers studying the problems of the emergence and spread of infectious diseases state the low efficiency of the existing model of public administration in the health care sector in Ukraine regarding the prevention of such diseases. The experience of international practice shows that in the management of preventing the spread of infectious diseases, it is necessary to more actively introduce mechanisms of inter-sectoral cooperation, which significantly increases the country's potential for localizing and reducing risks in this area through the use of a comprehensive attraction of resources from the state, business, civil society institutions and international cooperation.
In Ukraine, the following institutions and structures deal with the problems of infectious diseases: polyclinics, outpatient clinics, family doctors, infectious diseases departments of health care institutions, diagnostic centers, drug dispensaries, antenatal clinics, rehabilitation treatment and rehabilitation services, however, despite some improvement in the situation with the material provision of hospitals as a result of the pandemic , the statistics are disappointing: morbidity, disability, disability and mortality continue to rise. According to the Center for Public Health of Ukraine, since March 11, 2020 (the beginning of the announcement by the World Health Organization of the COVID-19 pandemic), the virus has affected almost 2.3 million Ukrainians, of which almost 52,000 have not overcome the disease.
Attention is focused on the studies of domestic scientists, testifying to the focus on the problems of organizing medical care for infectious patients and the changes introduced in the Ukrainian legislation on countering the pandemic.
It has been proved that it is at the present stage of development of Ukrainian statehood, given the more than two years of struggle in the world against the COVID-19 pandemic, that it is extremely important to improve the state policy of Ukraine regarding countering the spread of such diseases.
The necessity of creating an effective state system for combating infectious diseases and clearly identifying its preventive component in the context of an unstable epidemic situation in the third millennium has been substantiated.
