ЦИФРОВА СПРОМОЖНІСТЬ ТЕРИТОРІАЛЬНИХ ГРОМАД В УКРАЇНІ: ПРОБЛЕМИ ТА ПЕРСПЕКТИВИ

Анотація

У статті обґрунтовано актуальність дослідження цифрової спроможності територіальних громад в сучасних умовах розвитку України. Зосереджено увагу на позитивних сторонах цифрової спроможності територіальних громад в Україні. Досліджено основні аспекти цифровізації територіальних громад, що ґрунтуються на семи принципах концепції “Good Governance”. Визначено основні проблеми впровадження цифрових інформаційно-комунікативних технологій у діяльність територіальних громад. Охарактеризовано перспективи та запропоновано ряд заходів, направлених на подолання визначених проблем. Акцентовано на необхідності формування прогресивної “цифрової” громади, як результату посилення цифрової спроможності територіальних громад в Україні, що в свою чергу зменшить недовіру суспільства до сучасної діджитал-держави. А також, наголошено на змістовному визначенні цифрового аудиту та формування механізмів його реалізації у територіальних громад в Україні тощо.

DIGITAL CAPACITY OF TERRITORIAL COMMUNITIES IN UKRAINE: PROBLEMS AND PROSPECTS

Summary

The article substantiates the relevance of the study of digital capacity of territorial communities in the modern conditions of development of Ukraine. The main problems of introduction of digital information and communication technologies in the activity of territorial communities are determined. Prospects are described and a number of measures aimed at overcoming certain problems are proposed: bringing the maximum number of public services online, while ensuring the availability of digital technologies by involving them as the largest number of citizens; improving the quality of public services to citizens and increasing their trust in local authorities; overcoming the digital inequality of TG development by providing the entire population of the Ukrainian state with 95% Internet (because under today's conditions the level of high-speed broadband Internet access in small towns and rural settlements is quite low); increase funding, as well as ensure efficient use of funds allocated for digital transformation projects; creation and implementation of concepts and programs of digital development of each TG in Ukraine; improving the legal framework for the introduction of interagency digital information exchange at the TG level; increasing the digital literacy of the population, Emphasis is placed on the need to form a progressive “digital” community as a result of strengthening the digital capacity of territorial communities in Ukraine. It is proved that the use of digital technologies will increase the level of awareness of citizens about management, ensure transparency of management decisions and the creation of progressive "digital" communities, and reduce public distrust of the digital state. Identified the positive aspects of TG digital capability: extensive use of modern ICT to achieve the required level of efficiency and effectiveness; allow effective management decisions (collect and store statistics for many years, analyze data that allow the application of the payment scheme and promptly regulate community challenges); identification of best practices; allows the exchange of unified documents. It is noted that in terms of further prospects for research, such issues, in our opinion, are a meaningful definition of digital audit and the formation of mechanisms for its implementation in TG, and so on.
