ТЕОРЕТИЧНІ ЗАСАДИ УПРАВЛІННЯ РОЗВИТКОМ МІСЬКИХ ТЕРИТОРІЙ

Анотація

У статті підкреслюється значимість подальшого розвитку міських територій з урахуванням соціально-економічних трансформацій та їх вплив на загальнодержавні процеси. Стратегічні завдання розвитку України, спрямовані на модернізацію системи державного управління та реформування адміністративно-територіального устрою, передбачають пошук новітніх інноваційних моделей управління економічними, соціальними та політичними процесами, які відбуваються у сучасних великих містах, адже їх стабільний розвиток стає запорукою збалансованої та прогнозованої розбудови держави.
Наразі описуються теоретичні аспекти управління сучасним містом: принципи організації управління і розвитку, структура управління, принципи регулювання системи державного і муніципального управління. Визначено необхідність упровадження безпаперових цифрових та інформаційних технологій. Автором обґрунтовується розгортання комплексу «Інформатизація та цифровізація» міста і переваги його функціонування. Основний акцент зроблено на адекватності вибору і поетапної реалізації програми цілісної політики в галузі інформації. Запропоновано алгоритм розробки стратегії розвитку міста з урахуванням цифрових і інформаційних технологій. Виокремлено пріоритетні напрями всього масиву альтернативних дій з урахуванням результативності застосування в умовах обмеженості ресурсів і можливих ризиків реалізації.

THEORETICAL FUNDAMENTALS OF CITY TERRITORY DEVELOPMENT MANAGEMENT

Summary

The article emphasizes the importance of further development of urban areas, taking into account socio-economic transformations and their impact on national processes. Strategic tasks of Ukraine's development, aimed at modernizing the system of public administration and reforming the administrative-territorial system, include finding the latest innovative models of economic, social and political processes in modern large cities, because their stable development is the key to balanced and predictable state development. The main purpose of this article is to highlight the basic theoretical foundations of urban development management, including modern cities in Ukraine and justify the selection and phased implementation of a holistic information policy program by developing an algorithm for urban development strategy based on digital and information technologies.
The author describes the theoretical aspects of modern city management: the principles of management and development, management structure, regulation principles of the system of public and municipal administration. The necessity of introduction of paperless digital and information technologies is determined. The author substantiates the deployment of the complex "Informatization and digitalization" of the city and the benefits of its operation. The main emphasis is placed on the adequacy of the selection and gradual implementation of the program of integrated policy in the field of information. An algorithm for developing a city development strategy taking into account digital and information technologies is proposed. The priority directions of the whole array of alternative actions are singled out, taking into account the effectiveness of application in the conditions of limited resources and possible risks of realization.
Thus, the key elements of the process of analysis of options for strategic decisions in the management of urban development are the obvious options for the implementation of informatization and digitalization programs, as well as the priority of their future implementation.
