ГРОМАДСЬКІ СЛУХАННЯ ЯК ФОРМА ВЗАЄМОДІЇ ВЛАДИ ТА ГРОМАДСЬКОСТІ: ТЕОРЕТИЧНІ АСПЕКТИ
Анотація
В статті розглянуто теоретичні аспекти організації громадських слухань в Україні як форми взаємодії влади та громадськості. Запропоновано теоретико-концептуальну модель громадських слухань, яка дозволила поєднати ключові особливості громадських слухань в єдине ціле. Обґрунтовано групи цілей, функції, принципи громадських слухань, а також розглянуто особливості їх організаційного та інформаційного забезпечення. Доведено, що ефективність громадських слухань як форми взаємодії влади і громадськості залежить від їх модерації, адже саме модератор встановлює регламент та слідкує за його дотриманням, створює можливості для заслуховування всіх доповідей, запитань та відповідей, а також організовує роботу із формування протоколів слухань. Акцентовано, що всі громадські слухання повинні завершуватися з конкретним результатом у вигляді висновків, пропозицій, зауважень.

PUBLIC HEARINGS AS A FORM OF INTERACTION BETWEEN GOVERNMENT AND THE PUBLIC: THEORETICAL ASPECTS
Summary
The article considers the theoretical aspects of the organization of public hearings in Ukraine as a form of interaction between government and the public and formed their theoretical and conceptual model.
Purpose of the article: theoretical conceptualization of public hearings as a form of deliberative democracy in local territorial communities.
Research methods: analysis, synthesis and comparison - for the analysis of scientific and practical approaches to the interpretation of the essence of the concept of "public hearings"; logical method - for the formation of a theoretical and conceptual model of public hearings; generalization method - to form a recommendation for improving the process of organizing public hearings and expanding public participation in local development management.
Results. It is argued that public hearings cannot be only a form of public control over the activities of local authorities, because they serve as a platform for consultations, organization of cooperation between government and the community, representation of public interests. The author's definition of "public hearings" as a form of public participation in the management of local community development through public consultation of local authorities, monitoring its activities and making proposals to address socio-economic, urban, cultural and other important issues of local importance. A theoretical and conceptual model of public hearings was developed, which allowed to combine the key features of public hearings into a single whole. The groups of goals, functions, principles of public hearings are substantiated, as well as the peculiarities of their organizational and information support are considered. It is proved that the effectiveness of public hearings as a form of interaction between government and the public depends on their moderation, because it is the moderator who sets the rules and monitors their observance, creates opportunities for hearing all reports, questions and answers, and organizes the minutes of hearings. It is emphasized that all public hearings should end with a concrete result in the form of conclusions, suggestions, comments. Possibilities of organizing public hearings within the concept of e-government are considered.
