СОЦІАЛЬНА ПОЛІТИКА ДЕРЖАВИ ЯК ОСНОВА ЗАБЕЗПЕЧЕННЯ СОЦІАЛЬНОГО РОЗВИТКУ

Анотація

Соціальна політика є складовою внутрішньої політики держави. Вона спрямована на забезпечення добробуту громадян через надання їм можливості отримати необхідні матеріальні, культурні та духовні блага. Соціальна політика має специфічні особливості, такі як гуманістичне спрямування, орієнтованість на розвиток людини. Соціальна політика є методом державного регулювання ринкової економіки шляхом розподілу і перерозподілу суспільних благ та розбудови відносин між працівниками при їх створенні. Політика держави повинна бути спрямована як на соціальне забезпечення, соціальну допомогу, житлові програми, охорону здоров’я, освіту, так і на підтримку соціально орієнтованих сфер діяльності, зокрема харчову та легку промисловість. Актуальним завданням є цифровізація роботи соціальних служб з метою створення комфортних умов отримання соціальної допомоги людям, які її потребують. Соціальна політика вирішальною мірою впливає на стратегію конкуренції держави на світовому ринку та конкурентоспроможність національної економіки, так як забезпечує розвиток людського потенціалу, соціальну стабільність у суспільстві, покращення інвестиційно-інноваційного клімату в країні.

SOCIAL POLICY OF THE STATE AS A BASIS FOR ENSURING SOCIAL DEVELOPMENT

Summary

Social policy is part of domestic policy. It crucially depends on the state of the country's economy. The implementation of social policy of the state is based on meeting the material, cultural and spiritual needs of citizens, the formation of harmoniously developed members of society. Social policy is a method of state regulation of a market economy through the distribution and redistribution of public goods. Under market conditions, the state is forced to redistribute profits from economic activities in order to protect vulnerable populations. The purpose of such distribution is to eliminate the differentiation of incomes, social protection of those citizens who due to objective and subjective reasons cannot ensure a decent existence. Social policy not only redistributes material and cultural goods, but also regulates the relations of workers in their creation. There is a direct relationship between economic growth and social progress in society. The effectiveness and efficiency of the social policy of the state crucially depends on the state of the national economy. Social and economic policies constitute the domestic policy of the state, so the effectiveness of implementation depends on their balance. Social policy of the state has an active and passive component. Active policy regulates labor relations, labor market and employment, provides jobs. Passive policy is aimed at supporting socially vulnerable groups. State social policy should focus not only on social security and social assistance, housing programs, health care and education. The food industry, clothing and footwear also need state support. The urgent task is to digitize the work of social services in order to create comfortable conditions for receiving social assistance to people who need it. The main mechanisms for implementing social policy are compulsory and voluntary social insurance. The social policy of the state is implemented through social programs based on the legal framework of the country, which ensures the satisfaction of social needs, social protection, social security, and this, in turn, contributes to the establishment of social justice in civil society. Social policy has a decisive influence on the state's competition strategy in the world market and the competitiveness of the national economy, as it ensures the development of human potential, social stability in society, improving the investment and innovation climate in the country.
