УДОСКОНАЛЕННЯ ДІЯЛЬНОСТІ СУБ’ЄКТІВ РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ ПОЛІТИКИ В СФЕРІ ГРОМАДСЬКОГО ЗДОРОВ’Я
Анотація
В статті розглянуто суб’єктів формування та реалізації державної політики у сфері громадського здоров’я, які класифіковано за ознаками: за відношенням до державного управління; за характером компетенції; за відношенням до громадського здоров’я. Визначено види державної політики та механізми державної політики у сфері громадського здоров’я з позицій впливу на образ життя населення, як основоположного фактору формування громадського здоров’я в державі та на громадське здоров’я як комплексний об’єкт державної політики та державного управління. Розглянуто особливості діяльності суб’єктів опосередкованого впливу, які визначають особливості державного управління у сферах, які впливають на громадське здоров’я. Розглянуто особливості діяльності зазначених органів центральної виконавчої влади в частині формування суспільної свідомості щодо способу життя та відповідальності за здоров’я інших, як складової забезпечення громадського здоров’я. Проаналізовано основні напрями діяльності Міністерства культури та інформаційної політики України, у тому числі запропоновано доповнити декілька завдань Міністерства культури та інформаційної політики України. Досліджено основні напрями діяльності Міністерства молоді та спорту України та Міністерства освіти і науки України, Міністерства соціальної політики України, Міністерства розвитку економіки, торгівлі та сільського господарства України, Міністерства фінансів України, Міністерства захисту довкілля та природних ресурсів України та запропоновано доповнити декілька завдань кожному міністерству. Досліджено суб’єкти сучасної системи державного управління в сфері охорони здоров’я та проаналізовано їх основні завдання. Проілюстровано структуру системи державного управління в сфері громадського здоров’я.

IMPROVING THE ACTIVITIES OF PUBLIC POLICY IMPLEMENTATION PUBLIC HEALTH POLICIES
Summary
The article considers the subjects of formation and implementation of public policy in the field of public health, which are classified according to the following characteristics: in relation to public administration: state (public authorities), local governments, and non-governmental entities representing the interests of public society); by the nature of competence: general and special (responsible for the implementation of policy in certain areas); in relation to public health: direct influence (Ministry of Health of Ukraine, National Health Service, Center for Public Health) indirect influence (subjects of state policy implementation in the areas influencing a healthy lifestyle and public health). The types of public policy and mechanisms of public policy in the field of public health from the standpoint of influencing the lifestyle of the population as a fundamental factor in the formation of public health in the state and public health as a complex object of public policy and public administration. The peculiarities of the activity of the subjects of indirect influence, which determine the peculiarities of public administration in the spheres that influence public health, are considered. The peculiarities of the activity of the mentioned bodies of the central executive power in the part of the formation of public consciousness concerning a way of life and responsibility for the health of others as a component of maintenance of public health are considered. The main activities of the Ministry of Culture and Information Policy of Ukraine are analyzed, including several tasks of the Ministry of Culture and Information Policy of Ukraine. The main activities of the Ministry of Youth and Sports of Ukraine and the Ministry of Education and Science of Ukraine, the Ministry of Social Policy of Ukraine, the Ministry of Economic Development, Trade and Agriculture of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Environmental Protection and Natural Resources of Ukraine are studied. The subjects of the modern system of public administration in the field of health care are studied and their main tasks are analyzed. The structure of the public administration system in the field of public health is illustrated. The innovative directions of activity of the subject of formation and realization of the state policy in the field of public health are substantiated and the complex mechanisms of realization of the state-administrative decisions are formed.
