НАПРЯМИ УДОСКОНАЛЕННЯ СПІВРОБІТНИЦТВА ТЕРИТОРІАЛЬНИХ ГРОМАД В УКРАЇНІ
Анотація
Стаття присвячена висвітленню результатів дослідження, спрямованого на вивчення можливостей економічного розвитку територіальних громад на основі механізму співробітництва. Виявлено, що органи місцевого самоврядування (ОМС), в разі домовленості про співпрацю, найчастіше використовують три основні його форми – реалізацію спільних проектів, спільне фінансування об’єктів комунальної власності, утворення спільних комунальних підприємств. Обгрунтування доцільності та виявлення умов використання територіальними громадами усіх форм співробітництва сприяє розширенню виробничих можливостей, здатних забезпечити економічне зростання громад. Наголошується, що спільне управління та делегування завдань дозволяє скоротити бюджетні витрати. Окреслено основні проблеми економічної взаємодії територіальних громад в Україні та обгрунтовано перспективні напрями їх співробітництва. Встановлено, що на даному етапі децентралізації публічного управління і завершення процесу об’єднання територіальних громад, у сфері міжмуніципального співробітництва виникають нові виклики, пов’язані із створенням складних міських громад, до яких увійшли прилеглі сільські громади, що потребуватиме удосконалення механізму співробітництва територіальних громад з огляду на необхідність розвитку їх економічної основи. Корисними у контексті удосконалення співробітництва територіальних громад можуть бути: визначення на державному рівні об’єктів, створення або реконструкція яких можливі лише на умовах співробітництва, що сприятиме зменшенню розпорошення коштів місцевих бюджетів і їх ефективнішому використанню; створення асоціацій територіальних громад або інших утворень, які будуть виконувати координацуійну функцію та здійснювати управління спільним майном, що сприятиме скороченню коштів на управління; законодавче забезпечення більшої гнучкості органа управління міжмуніципальною співпрацею та деякі інші заходи. Висловлено припущення про актуальність предмету дослідження в середньотерміновому періоді, обумовлену подальшою децентралізацією публічного управління.

DIRECTIONS OF IMPROVEMENT OF COOPERATION OF TERRITORIAL COMMUNITIES IN UKRAINE
Summary
The article is devoted to the results of a study aimed at studying the possibilities of economic development of territorial communities on the basis of the mechanism of cooperation. It was found that local governments, in the case of an agreement on cooperation, most often use its three main forms - the implementation of joint projects, joint financing of communal property, the formation of joint utilities. Substantiation of expediency and identification of conditions for the use of all forms of cooperation by territorial communities contributes to the expansion of production opportunities that can ensure the economic growth of communities. It is emphasized that joint management and delegation of tasks can reduce budget expenditures. The main problems of economic interaction of territorial communities in Ukraine are outlined and perspective directions of their cooperation are substantiated. It is established that at this stage of decentralization of public administration and completion of the process of unification of territorial communities, in the field of inter-municipal cooperation there are new challenges related to the creation of complex urban communities, which include adjacent rural communities. given the need to develop their economic base. Useful in the context of improving the cooperation of territorial communities can be: identification at the state level of objects, the creation or reconstruction of which is possible only on the terms of cooperation, which will reduce the dispersion of local budgets and their more efficient use; creation of associations of territorial communities or other entities that will perform a coordinating function and manage common property, which will help reduce funding for management; legislative provision of greater flexibility of the governing body of inter-municipal cooperation and some other measures. Assumptions are made about the relevance of the subject of research in the medium term, due to the further decentralization of public administration.
