ЗАБЕЗПЕЧЕННЯ СОЦІАЛЬНОЇ ІНКЛЮЗІЇ В РОЗУМНИХ МІСТАХ: ВИКЛИКИ ТА СУЧАСНІ ТЕНДЕНЦІЇ
Анотація
В статті досліджено проблему соціальної інклюзії в умовах розвитку розумних міст. Проаналізовано основні виклики та перешкоди, що виникають при використані сучасних інформаційних технологій, не адаптованих під потреби найбільш вразливих громадян. Відзначено, що з появою розумних міст посилюються вимоги щодо доступності різноманітних технологій для громадян з обмеженими можливостями. Розкрито поняття цифрової нерівності, цифрового розриву, цифрової неграмотності, цифрової інклюзії, соціальної інклюзії. Встановлено, що цифрова нерівність поглиблює соціальну нерівність. Особлива увага приділена вимогам і реалізації доступності задля забезпечення цифрової та соціальної інклюзії. Виокремлено основні вимоги до запровадження соціальної інклюзії при розвитку розумного міста. Проаналізовано нормативно-правове забезпечення соціальної інклюзії на міжнародному рівні, Європейському Союзі та в окремих розумних містах, зокрема у Відні. Наведено кращі зарубіжні практики соціальної інклюзії та основні підходи до її запровадження в розумних містах. Проаналізовано окремі аспекти українського досвіду запровадження соціальної інклюзії в розумних містах та запропоновано шляхи забезпечення соціальної інклюзії в Україні відповідно до сучасних вимог.

ENSURING SOCIAL INCLUSION IN SMART CITIES: CHALLENGES AND CURRENT TRENDS
Summary
The article examines the problem of social inclusion in the development of smart cities. The main challenges and obstacles that arise when using modern information technologies that are not adapted to the needs of the most vulnerable citizens are analyzed. It is noted that the advent of smart cities, the requirements for the availability of various technologies and devices are increasing for citizens with disabilities. The concepts of digital inequality, digital divide, digital illiteracy, digital inclusion, social inclusion are revealed. It is established that digital inequality deepens social inequality. Particular attention is paid to the requirements and implementation of accessibility to ensure digital inclusion. A number of regulatory acts at the international level are analyzed, in which the principles and basic requirements for ensuring social inclusion in the context of achieving the goals of sustainable development are developed. Analytical reports and approaches to inclusion developed by experts of the Global Initiative on Inclusive Information and Communication Technologies (G3ict), the Global Group on Education, Communications and Strategic Consulting (World Enabled) and the Global Network on Inclusive Disability and Accessible Urban Development are considered. The relationship between social and digital inclusion has been established. The main requirements for the introduction of social inclusion in the development of a smart city are highlighted. The main trends in ensuring social inclusion in smart cities are analyzed. The normative and legal provision of social inclusion at the international level, the European Union and in some smart cities, in particular in Vienna, is analyzed. The best foreign practices of social inclusion and the main approaches to its introduction in smart cities are given. Some aspects of the Ukrainian experience of introducing social inclusion in smart cities are analyzed and ways to ensure social inclusion in Ukraine in accordance with modern requirements are proposed.
