ІНОЗЕМНИЙ ДОСВІД ПУБЛІЧНОГО УПРАВЛІННЯ ТЕРИТОРІАЛЬНИМ РОЗВИТКОМ

Анотація

Визначено, що історія європейських промислово розвинених країн переконує, що не дивлячись на національні особливості і величезні відмінності між ними в темпах економічних і соціальних змін, в еволюції систем їх адміністративно-територіального поділу спостерігалося багато спільного. У західноєвропейських країнах базовими адміністративно-територіальними одиницями ще в середні століття стали комуни, що сформувалися навколо парафій католицької церкви. Вони стали здійснювати елементарні адміністративні функції - реєстрацію народжень, шлюбів і смертей, облік населення. Зазначено, що існує кілька підстав для типології управління територіальними утвореннями. Але найбільш загальний характер носить типологія систем адміністративно-територіального управління, запропонована. В даний час відносний консерватизм адміністративно-територіального поділу вступає в протиріччя з прогресом в технології, економіці, соціальній структурі та ідентичності людей. Пошук співвідношення стійкості і динаміка територіального устрою, спадкоємність в еволюції його сітки - непросте завдання. Зростання міст призвів до виникнення величезних відмінностей в чисельності населення, економічному, а отже, і податковому потенціалі низових адміністративних одиниць. У більшості країн Заходу (наприклад, в Норвегії) комуни - найстаріші територіальні колективи, де склалися багатовікові традиції общинного самоврядування. Який би малої не була чисельність населення комуни, вона, як правило, зберігає певну, хоча часто і формальну самостійність.

FOREIGN EXPERIENCE OF PUBLIC MANAGEMENT OF TERRITORIAL DEVELOPMENT

Summary

It is determined that the history of European industrialized countries shows that despite the national characteristics and huge differences between them in the pace of economic and social change, the evolution of their administrative-territorial division has much in common. In Western European countries, the basic administrative and territorial units in the Middle Ages were the communes formed around the parishes of the Catholic Church. They began to perform basic administrative functions - registration of births, marriages and deaths, population registration. It is noted that there are several grounds for the typology of management of territorial entities. But the most general is the typology of administrative-territorial management systems proposed. Currently, the relative conservatism of the administrative-territorial division contradicts progress in technology, economics, social structure and identity. Finding the ratio of stability and dynamics of territorial organization, continuity in the evolution of its network - a difficult task. The growth of cities has led to huge differences in population, economic and, consequently, the tax potential of grassroots administrative units. In most Western countries (for example, in Norway) communes are the oldest territorial groups, where centuries-old traditions of communal self-government have developed. No matter how small the population of the commune, it usually retains a certain, although often formal independence. In addition, the level of provision of public services depends on what political forces are in power in each local government, what relations they maintain with neighbors, borders local government with large or small territorial formation (if with a large, you can connect to it networks, if with small - it is necessary to create the). The Social Democrats and the left in general were (at least in theory) more inclined to increase spending on social needs, to subsidize services for the poorer part of the population, while the Liberals were more likely to invest in infrastructure. Thus, in the purely political sphere, the rule would seem to be confirmed - the more administrative units, the deeper social differences.
