THEORETICAL APPROACHES TO JUSTIFYING THE ESSENCE OF THE DEFINITION "SOCIAL PARTNERSHIP"
Анотація
Досліджено теоретичні підходи до обґрунтування сутності дефініції «соціальне партнерство». Відстежено еволюцію наукових поглядів та визначено основні положення у сфері соціального партнерства. Проаналізовано методичні засади механізмів реалізації соціального партнерства в публічній політиці. Удосконалено понятійно-категорійний апарат теорії державного управління шляхом уточнення змісту поняття «механізми реалізації соціального партнерства» що являють собою складну комплексну взаємопов’язану систему підходів, методів, форм, прийомів, функцій, інструментів та засобів організації процесів, спрямовану на забезпечення взаємодії між найманими працівниками, роботодавцями, державними органами влади або органами місцевого самоврядування для регулювання соціально-трудових і пов’язаних з ними політичних і економічних відносин на національному, галузевому, регіональному рівнях та рівні підприємств (організацій).

ТЕОРЕТИЧНІ ПІДХОДИ ДО ОБҐРУНТУВАННЯ СУТНОСТІ ДЕФІНІЦІЇ «СОЦІАЛЬНЕ ПАРТНЕРСТВО»
Summary
Theoretical approaches to substantiation of the essence of the definition of "social partnership" are investigated. The evolution of scientific views is traced and the main provisions in the field of social partnership are determined. The methodical bases of mechanisms of realization of social partnership in public policy are analyzed. Improved the conceptual and categorical apparatus of the theory of public administration by clarifying the meaning of the concept of "mechanisms for implementing social partnership" which is a complex integrated system of approaches, methods, forms, techniques, functions, tools and tools for organizing processes aimed at ensuring interaction between employees , employers, public authorities or local governments to regulate social and labor and related political and economic relations at the national, sectoral, regional and enterprise levels (organizations). It is noted that in a broad sense, social partnership acts as a cross-sectoral interaction between the state, civil society and socially responsible business. Thus, within the framework of scientific reflection, social partnership should be understood as a cross-sectoral interaction between representatives of two or three sectors. It is emphasized that the general goal of economically oriented social partnership is the development of the region's economy. Tasks that are solved in the process of implementing economically oriented regional social partnership outside the enterprise include: increasing the income of the population of the region; increase of the revenue part of the regional budget; increasing the investment attractiveness of the region; formation of a favorable image and increase the competitiveness of the enterprise; reduction of negative impact on the environment; development of social infrastructure and increasing its accessibility for the population, etc.
Scientific interpretations of social partnership are generalized. It was found that institutional social partnership is a mechanism for reconciling the interests of different social groups; a system of collective action taken to achieve social peace and social consensus; procedural and social interaction between groups and classes with different socio-economic interests; organizational - a means of reducing social risks, preventing and resolving social conflicts; in the spiritual and value dimension - the ideology of civilized coexistence of citizens in a market economy, a new type of thinking, the center of which is man and universal values.
