ОРГАНІЗАЦІЙНИЙ МЕХАНІЗМ ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ ЗОВНІШНЬОТОРГОВЕЛЬНОЇ ПОЛІТИКИ УКРАЇНИ
Анотація
Дослідження базується на розвитку актуальної проблеми щодо удосконалення організаційного механізму державної зовнішньоторговельної політики. На підставі аналізу наукової літератури щодо питання функціонування органів державної влади у сфері регулювання зовнішньоторговельної діяльності та здійснення оцінки діючої структури суб’єктів державної зовнішньоторговельної діяльності обґрунтовано напрями її удосконалення. Охарактеризовано необхідність внесення змін до: органів законодавчої влади – виокремлення Комітету з питань зовнішньоторговельної політики; органів виконавчої влади – зміни в структурі департаментів Міністерства розвитку економіки, торгівлі та сільського господарства, в сфері відання Міністерства закордонних справ на місці Ради експортерів та інвесторів створити Раду економічної дипломатії; регіональних органів влади - регіональні центри обслуговування експортерів, імпортерів та інвесторів. Результати отриманих досліджень дозволяють побудувати організаційний механізм державної зовнішньоторговельної політики, що враховує ефективний розподіл обов’язків та повноважень між структурними органами державної влади.

ORGANIZATIONAL MECHANISM OF FORMATION AND IMPLEMENTATION OF THE STATE FOREIGN TRADE POLICY OF UKRAINE
Summary
Today, the liberalization of relations with other countries, the participation of countries in international trade organizations, the involvement of foreign trade entities in international projects and the program to support foreign trade are an important part of Ukraine's economic life. The improvement of organizational aspects of the formation and implementation of the powers of the system of government in the field of building an effective state foreign trade policy is an urgent issue.
The study is based on the development of an urgent problem of improving the organizational mechanism of state foreign trade policy. The main task during the formation of the system of bodies at the state and local levels should be the optimal distribution of responsibilities and powers, as well as established communication between them on the formation and implementation of state foreign economic policy. No matter how extensive the structure of the bodies, the functionality, coherence and effectiveness of their actions, activities and results will depend on how well thought out and justified the interaction between individual groups. The purpose of this study is to substantiate the organizational mechanism of state foreign trade policy, which will be based on the communication component of the relationship of public authorities, which will contribute to the effective distribution of their responsibilities and powers.
Based on the analysis of the scientific literature on the functioning of public authorities in the field of regulation of foreign trade and assessment of the current structure of the subjects of state foreign trade, the directions of its improvement are substantiated. The necessity of making changes to: legislative bodies - separation of the Committee on Foreign Trade Policy is characterized; executive authorities - changes in the structure of the departments of the Ministry for Economic of Development, Trade and Agriculture, in the sphere of responsibility of the Ministry of Foreign Affairs in place of the Council of Exporters and Investors to create the Council of Economic Diplomacy; regional authorities - regional service centers for exporters, importers and investors. The results of the obtained research allow to build an organizational mechanism of the state foreign trade policy, which takes into account the effective division of responsibilities and powers between the structural bodies of state power.
The built organizational mechanism of formation and implementation of foreign trade policy takes into account communication relations between different branches of government and provides for cooperation of public authorities in order to develop foreign trade, in particular, promoting the expansion of commodity positions and geographical diversification of export operations.
