ТЕОРЕТИЧНІ ЗАСАДИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ КУРОРТНО-РЕКРЕАЦІЙНОЇ СФЕРИ

Анотація

У статті розглянуто поняття “курорт”, “рекреація”, “курортно-рекреаційна сфера”, “рекреаційна послуга”.
Акцентовано увагу на тому, що сьогодні існують розбіжності в розумінні й трактуванні термінів “курорт” і “рекреація”. Дані поняття використовуються в різноманітних сферах суспільно-економічної активності (медицина, культура, освіта, туризм), використовуються на різних рівнях управління та регулювання соціокультурною діяльністю.
Виявлено, що поняття “курорт” в різних країнах має різне значення. В нормативно-правових документах України курорт – це освоєна природна територія на землях оздоровчого призначення, що має природні лікувальні ресурси, необхідні для їх експлуатації будівлі та споруди з об’єктами інфраструктури, використовується з метою лікування, медичної реабілітації, профілактики захворювань та для рекреації. У той же час, рекреація – це процес відтворення фізичних, духовних і нервово-психічних сил людини, який забезпечується системою заходів і здійснюється у вільний від роботи час на спеціалізованих територіях.
Акцентовано увагу на тому, що з одного боку, курортно-рекреаційна сфера є фундаментальною основою для розвитку внутрішнього оздоровчого туризму, міжнародної рекреації, торгівлі послугами відпочинку, а також курортної реабілітації (абілітації) як функціональної складової медичного туризму. З іншого боку, курортно-рекреаційна сфера не може ефективно функціонувати без туризму і, більше того, успішно розвиватись у ринковій сфері.
Встановлено, що курортно-рекреаційна сфера є одночасно соціальним і економічним явищем та може позитивно вплинути на структуру економіки. З одного боку її розвиток стимулює зростання виробництва в інших галузях економіки (торгівля, транспорт, сільське господарство, виробництво товарів народного споживання і т.д.), з іншого - значно впливає на зайнятість населення.
Виявлено, що санаторно-курортна сфера в зарубіжних країнах є однією з самих високодохідних та динамічних сфер господарства, що розвиваються. Ефективне функціонуванню даної сфери у багатьох країнах призводить до значної кількості туристів, постійного надходження фінансових коштів, активного розвитку інфраструктури територій, створення додаткових робочих місць.
Встановлено, що головними джерелами механізму державного регулювання курортно-рекреаційної сфери є спроможність населення у самофінансуванні курортно-рекреаційних послуг та бюджетне фінансування необхідного мінімуму соціально значущих послуг санаторно-курортного лікування й курортної реабілітації.
Виявлено проблеми, які негативно впливають на соціальну й економічну доцільність використання наявного курортно-рекреаційного потенціалу регіонів України.

THEORETICAL PRINCIPLES OF STATE REGULATION OF THE RESORT AND RECREATIONAL SPHERE

Summary

Emphasis is placed on the fact that today there are differences in the understanding and interpretation of the terms "resort" and "recreation". These concepts are used in various areas of socio-economic activity (medicine, culture, education, tourism), are used at various levels of management and regulation of socio-cultural activities.
It was found that the concept of "resort" in different countries has different meanings. In the normative legal documents of Ukraine, a resort is a developed natural territory on health-improving lands, which has natural medical resources necessary for their operation of buildings and structures with infrastructure, is used for treatment, medical rehabilitation, disease prevention and recreation. At the same time, recreation is a process of reproduction of physical, spiritual and neuropsychological forces of the person which is provided by system of actions and is carried out in free time from work in the specialized territories.
Emphasis is placed on the fact that on the one hand, the resort and recreational sphere is a fundamental basis for the development of domestic health tourism, international recreation, trade in leisure services, as well as resort rehabilitation (habilitation) as a functional component of medical tourism. On the other hand, the resort and recreational sphere cannot function effectively without tourism and, moreover, successfully develop in the market sphere.
It is established that the resort and recreational sphere is both a social and economic phenomenon and can positively affect the structure of the economy. On the one hand, its development stimulates the growth of production in other sectors of the economy (trade, transport, agriculture, production of consumer goods, etc.), on the other - significantly affects employment.
It is revealed that the sanatorium-resort sphere in foreign countries is one of the most highly profitable and dynamic spheres of the developing economy. The effective functioning of this area in many countries leads to a significant number of tourists, a constant inflow of funds, the active development of the infrastructure of the territories, the creation of additional jobs.
It is established that the main sources of the mechanism of state regulation of resort and recreational sphere are the ability of the population in self-financing of resort and recreational services and budget financing of the necessary minimum of socially significant services of sanatorium treatment and resort rehabilitation.
Problems that negatively affect the social and economic feasibility of using the existing resort and recreational potential of the regions of Ukraine have been identified.
