ДЕРЖАВНО-УПРАВЛІНСЬКІ ПІДХОДИ ДО ВПРОВАДЖЕННЯ СОЦІАЛЬНИХ ІННОВАЦІЙ
Анотація
В статті визначено основні державно-управлінські підходи до впровадження соціальних інновацій. Окреслено основні концепції соціальних інновацій; визначено основні сфери їх реалізації відповідно до потреб і вимог суспільства; вказано на фактори, що стимулюють або гальмують готовність соціуму до впровадження соціальних інновацій; визначено ресурси соціальних інновацій, їх можливості та обмеження, включаючи фінанси, людські ресурси, ресурси державного менеджменту. Обгрунтовано необхідність виокремлення механізму державного управління інноваційною діяльністю в складі інших механізмів державного управління (зокрема інституціональному, інформативно-комунікативному; фінансовому, організаційному, соціально-економічному). Визначено складові цього механізму, а саме: механізм розроблення соціальних інновацій, механізм моніторингу сприйняття соціальних інновацій, механізм впровадження соціальних інновацій. Висновки важливі для політиків, ключових державних службовців та зацікавлених сторін НУО.

PUBLIC ADMINISTRATION APPROACHES TO THE IMPLEMENTATION OF SOCIAL INNOVATIONS
Summary
The article identifies the main government approaches to the implementation of social innovations. The basic concepts of social innovations are outlined; also identified the main areas of social innovations implementation in accordance with the needs and requirements of the society; the factors that stimulate or inhibit the readiness of society to implement social innovations are indicated. Resources for social innovations, their opportunities and limitations, including financial, human resources, resources of state management are defined. The necessity to point out the mechanism of public management of innovation activity as a part of other mechanisms of public administration (in particular institutional, informative-communicative; financial, organizational, socio-economic) is substantiated. The components of this mechanism are determined, namely: the mechanism of development of social innovations, the mechanism of monitoring of perception of social innovations, the mechanism of introduction of social innovations. Public sector institutions catalyze and promote social innovation by transforming external input into policy-making, urban planning and the state budget. It is proved that the idea of involving citizens in administrative tasks has a huge potential to strengthen citizens' trust in government and increase the efficiency of public services. Meeting social needs and solving social problems requires innovative solutions at all levels of government, from the micro level of individual action to macrosystem decisions that are made on the state level. Public participation should play an important role in initiating paradigm shifts and incorporating social value into innovation incentives. Thus, the mechanisms for ensuring the development of social innovations and the formation of new tools and mechanisms to support them are quite complex: long-term planning, development of multidimensional models of participation, calculation of different development scenarios. They must be combined and coordinated, which proves the importance of the coordinated work of all stakeholders involved in addressing the development and implementation of social innovations to meet the needs of sustainable development of society. The findings are important for politicians, key civil servants and NGO stakeholders.
