ЗАПРОВАДЖЕННЯ «ЗЕЛЕНОГО КУРСУ» ЯК ІНСТРУМЕНТУ СИСТЕМНИХ ЗМІН ДЛЯ СТАЛОГО РОЗВИТКУ
Анотація
Глобальні екологічні проблеми перенаправили вектор економічного розвитку країн на «зелений» лад. У статті досліджено, як держави вибудовують свою політику в сучасних умовах: зростання населення світу; вимоги Паризької угоди; секторальна інтеграція та декарбонізація, - й застосовують «зелений курс» як динамічний інструмент на шляху до сталого розвитку. З’ясовано цілі глобального зеленого курсу. Досліджено заходи державної політики підтримки розвитку «зелених секторів» економіки. Проаналізовано програму «Європейський зелений курс» та дії України у напрямі гармонізації з європейськими нормами регулювання. Визначено роль державного регулювання в секторі енергетики та ключові імперативи досягнення мети світового попиту на енергію без шкоди світовому клімату. Інвестиції в інфраструктуру відновлюваних джерел енергії підштовхують до впорядкованого переходу та створення робочих місць для підтримки відновлення.

INTRODUCTION OF THE "GREEN COURSE" AS A TOOL FOR SYSTEMIC CHANGE FOR SUSTAINABLE DEVELOPMENT
Summary
The theory and practice of public administration show that the awareness of the need for change stimulates the subject to action. The formation of policies around the world is influenced by: rapid population growth; requirements of the Paris Agreement; sectoral integration and decarbonization. Global environmental problems have redirected the vector of economic development to a "green" system. The aim of the article is to investigate the transformation of economic development of both foreign countries and Ukraine from the standpoint of public administration.
At the beginning of the new millennium, the world's leading nations proclaimed and gave impetus to the "Green Course" of development. Sectoral integration, the green energy transition, and energy democracy all require structural transformation and effective governance and regulation. Reducing greenhouse gas emissions to zero by 2050 is an extremely ambitious goal. It is determined that this goal should be achieved through fair, inclusive and gradual economic transformation that takes into account the interests of everyone.
The analysis of the introduction of the "green course" allows us to identify it as one of the tools of economic transformation and systemic change on the path to sustainable development. As a result of the implementation of the "Green Course" the economy is changing dramatically, new industries and new business models are emerging; the link between economic growth on the one hand and resource consumption, environmental pollution, and greenhouse gas emissions on the other is being broken. The main sectors of the economy that the world is focusing on are the development of renewable energy and energy efficiency, hydrogen energy, low-carbon transport, low-carbon production, sustainable agriculture, biodiversity restoration and protection of natural ecosystems. Properly defined direction makes it possible to build a sustainable and competitive new economy. Investments in renewable energy infrastructure push for orderly transition and job creation to support recovery.
