ФІНАНСОВО-ЕКОНОМІЧНІ МЕХАНІЗМИ ДЕРЖАВНОЇ ПІДТРИМКИ АГРАРНОГО СЕКТОРУ: ЄВРОПЕЙСЬКИЙ ДОСВІД
Анотація
Міжнародний досвід фінансово-економічних механізмів підтримки аграрного сектору є досить важливим для України зважаючи на те, що в 2014 році було підписано Угоду про Асоціацію між Україною та Європейським Союзом, Європейським співтовариством з атомної енергії і їхніми державами-членами. Україна долучилась до Європейської спільноти і в Конституції закріпила свій європейський вибір (абзац п'ятий преамбули із змінами, внесеними згідно із Законом № 2680-VIII від 07.02.2019). Крім права на вільне переміщення країнами, що входять до Європейського Союзу, важливим пунктом даної асоціації є економічна співпраця між країнами, а саме запровадження зони вільної торгівлі між Україною і ЄС, що передбачає безмитний імпорт агропродовольчих товарів. В статті розглянуті основні засади аграрної політики ЄС. Насамперед, проведено аналіз основних положень спільної аграрної політики (The Common Agricultural Policy (CAP), яку було затверджено ще в 1962 році. Програма САР затверджується кожні 7 років, і відповідно до пріоритетних завдань затверджується бюджет для кожної країни окремо. Дана аграрна політика направлена на: підтримку фермерів та підвищення продуктивності аграрного сектору; захист фермерів ЄС та забезпечення високого рівня життя в сільській місцевості; допомогу боротьбі зі змінами клімату та стале управління природними ресурсами; підтримку сільських територій та ландшафтів країн ЄС; забезпечення життєстійкості сільської економіки, шляхом сприянню робочих місць у сільському господарстві, та розвитку інших суміжних галузей економіки.
Для України вивчення досвіду успішних країн в реформуванні аграрно-промислового сектору є досить важливим. Державна підтримка сільськогосподарського виробництва здійснюється всіма країнами світу, і насамперед, досвід країн ЄС з їх передовими технологіями та інноваціями в АПК показує ефективність запроваджуваної аграрної політики, методів і механізмів державного регулювання аграрного сектору, які направлені на підтримку вітчизняних виробників і створюють умови для розвитку сільськогосподарського підприємництва, відновлення і процвітання сільських територій.

FINANCIAL AND ECONOMIC MECHANISMS OF STATE SUPPORT FOR THE AGRICULTURAL SECTOR: EUROPEAN EXPERIENCE
Summary
The international experience of financial and economic mechanisms to support the agricultural sector is very important for Ukraine given that in 2014 the Association Agreement between Ukraine and the European Union, the European Atomic Energy Community and their Member States was signed. Ukraine has joined the European Community and enshrined in the Constitution its European choice (paragraph five of the preamble, as amended by Law № 2680-VIII of 07.02.2019). In addition to the right to free movement of countries that are members of the European Union, an important point of this association is economic cooperation between the countries, namely the introduction of a free trade zone between Ukraine and the EU, which provides duty-free imports of agri-food products. The article considers the basic principles of EU agricultural policy. First of all, an analysis of the main provisions of the Common Agricultural Policy (CAP), which was approved in 1962. The CAP program is approved every 7 years, and in accordance with the priorities approved budget for each country. This agricultural policy is aimed at: supporting farmers and increasing the productivity of the agricultural sector; protecting EU farmers and ensuring a decent standard of living in rural areas; assistance in combating climate change and sustainable management of natural resources; support for rural areas and landscapes of EU countries; ensuring the viability of the rural economy, by promoting jobs in agriculture, and development of other related sectors of the economy.
For Ukraine, studying the experience of successful countries in reforming the agro-industrial sector is quite important. State support for agricultural production is provided by all countries, and above all, the experience of EU countries with their advanced technologies and innovations in agriculture shows the effectiveness of agricultural policy, methods and mechanisms of state regulation of the agricultural sector, which support domestic producers and create conditions for agricultural entrepreneurship, re-establishment and prosperity of rural areas.
