ПЕРЕДУМОВИ СТВОРЕННЯ ТА РЕГУЛЮВАННЯ РЕГІОНАЛЬНИХ ІНВЕСТИЦІЙНИХ ФОНДІВ
Анотація
Питання передумов створення регіональних інвестиційних фондів в сучасних умовах України ще залишаються актуальними та не повністю вивченими. Такі питання є зовсім різними щодо окремих видів регіональних інвестиційних фондів, що робить важливим детальну диференціацію та систематизацію таких структур. Уточнено, що регіональні інвестиційні фонди є каталізаторами інвестиційних процесів, тому дослідження передумов їхнього створення та регулювання є актуальними. В роботі розглянуто та здійснено аналіз передумов створення та регулювання регіональних інвестиційних фондів в сучасних умовах в Україні з урахуванням диференціації таких фондів за видами. Останні розділено за чотирма видами. Визначено, що чинники та причини створення регіональних інвестиційних фондів в Україні є. За трьома чинниками з п’яти наведених умови в країні є сприятливими для відповідних фондів. Основні передумови створення та регулювання таких фондів досліджено щодо першого виду - структур, які акумулюють інвестиційні ресурси регіональних інвесторів та спрямовують ці ресурси в інвестиції (як правило на світовому фондовому ринку) у високоліквідні цінні папери. Для такого виду регіональних інвестиційних фондів як передумови створення та регулювання уточнено такі: ставка податку на дивіденди в країні; рівень інвестиційної мотивації індивідуальних інвесторів; облікова ставка НБУ; збіг чи навпаки країни, де знаходиться інвестор з країною, в яку здійснюються інвестиції, а також умови передачі спадщини на активи в цінних паперах; рівень прозорості та контрольованості фондового ринку. В якості важливого чинника створення та існування регіонального інвестиційного фонду уточнено можливість використання фінансового важелю. Науковою новизною статті є уточнення передумов створення та регулювання регіональних фондів одного з їх видів в сучасних умовах України.

PREREQUISITES FOR CREATING AND REGULATIONS REGIONAL INVESTMENT FUNDS
Summary
It is specified that regional investment funds are catalysts of investment processes, therefore researches of preconditions of their creation and regulation are actual. The issues of preconditions for the creation and regulation of regional investment funds in the current conditions of Ukraine are still relevant and not fully explored. Such issues are quite different for certain types of regional investment funds, which makes it important to detail the differentiation and systematization of such structures. The scientific novelty of the article is the clarification of the prerequisites for the creation and regulation of regional funds of one of their types. The paper considers and analyzes the preconditions for the creation and regulation of regional investment funds in modern conditions in Ukraine, taking into account the differentiation of such funds. The latter are divided into four types. It is determined that there are factors and reasons for the creation of regional investment funds in Ukraine. Three of the five factors in the country are favorable to the respective funds. The main prerequisites for the creation and regulation of such funds are studied in relation to the first type - structures that accumulate investment resources of regional investors and direct these resources to investments (usually in the global stock market) in highly liquid securities. For this type of regional investment funds, the following are specified as prerequisites for creation and regulation: the dividend tax rate in the country; the level of investment motivation of individual investors; NBU discount rate; coincidence or vice versa of the country where the investor is located with the country in which the investment is made, as well as the conditions of the transfer of inheritance to assets in securities; the level of transparency and controllability of the stock market. As an important factor in the creation and existence of a regional investment fund, the possibility of using financial leverage has been clarified. The structure of the balance sheet of such funds has been clarified, which allows the use of financial leverage and ensures compliance with the principles of financial stability of the relevant structures.
