ШЛЯХИ РОЗБУДОВИ МІСЦЕВОЇ ГРОМАДИ В ДІДЖИТАЛІЗОВАНОМУ СВІТІ

Анотація

У статті розглянуто шляхи розбудови місцевої громади на основі діджиталізації. Вивчено основні підходи до даного процесу у зарубіжній та вітчизняній науці. На основі проведеного дослідження зроблені висновки та подані рекомендації для розвитку інформатизації місцевих громад. Зазначено, що необхідність діджиталізації місцевих громад зумовлено об’єктивними процесами інформатизації сучасного світу. Проаналізовано успішне впровадження цифрової стратегії у м. Глазго. Відмічено переваги цифрового шляху розвитку місцевої громади. Доведено, що ретельне планування процесу діджиталізації є важливою запорукою успіху даного процесу. Обґрунтовано необхідність розробки карти ресурсів громади для оцінки можливостей власного розвитку. Відмічено необхідність просвіти населення, направленої на поширення навичок роботи із сучасними цифровими технологіями як вихідного пункту стратегії діджиталізації.

WAYS TO BUILD A LOCAL COMMUNITY IN A DIGITALIZED WORLD

Summary

In today's computerized world, the role and place of the community is changing rapidly. The following problem comes to the fore: how to adapt the local community to technological and informational changes, how to minimize their negative impact and use them to accelerate the development of the local community, its infrastructure, improve living standards. It is critical that communities have a realistic picture of global change, that they do not waste valuable time and resources and can use their results to their advantage. The article considers the ways of building a local community on the basis of digitalization. The main approaches to this process in foreign and domestic science are studied. Based on the study, conclusions were drawn and recommendations were made for the development of informatization of local communities. It is noted that the need for digitalization of local communities is due to objective processes of informatization of the modern world. The successful implementation of the digital strategy in Glasgow is analyzed. The advantages of the digital way of local community development are noted. Careful planning of the digitalization process has been proven to be an important key to the success of this process. The necessity of developing a map of community resources to assess the possibilities of their own development is substantiated. The need for public education aimed at spreading skills in working with modern digital technologies as a starting point for the digitalization strategy is clarified. An illustrative example of the introduction of digitalization in Glasgow has been studied. Smart implementation of information technologies allows to work with large volumes of information, to increase the efficiency of local self-government bodies. The result of digitalization should be an increase in the quality of life and efficiency of management. Digitization education is the starting point of digitalization methodology. Public involvement around the world in state-building processes has been a key factor in ensuring the functioning of democracies in the twenty-first century.
