ЛЮДИНА ТА СУСПІЛЬСТВО В КОНТЕКСТІ ЦИФРОВОЇ ТРАНСФОРМАЦІЇ

Анотація

У статті розглядаються основні фактори що впливають на участь людини та суспільства під час розвитку цифрової трансформації, та ризики для соціальної сфери в умовах цифрової трансформації. Визначаються основні етапи в розвитку цифровізації населення, та чинники що впливають на процес трансформації суспільства. З урахуванням поставленої мети дослідження, під проблематикою розглядається сутність поняття та поетапно розглядається його розвиток та імплементація в сучасне суспільство. Проведено оцінку позитивних змін з негативними наслідками цифровізації, та визначено необхідність перевіряти ефективність елементів системи управління, а саме функцій, організаційних структур, управлінських технологій. Визначена основна проблема оцінки впливу цифровізації на людину та суспільство в цілому: необхідність створення стрункої і вичерпної системи оціночних показників можливого негативного впливу на суспільство та людину, формування методів їх вимірювання і приведення у відповідність.

MAN AND SOCIETY IN THE CONTEXT OF DIGITAL TRANSFORMATION

Summary

The article considers the main factors influencing the participation of man and society in the development of digital transformation, and the risks to the social sphere in the context of digital transformation. The main stages in the development of digitalization of the population and the factors influencing the process of transformation of society are identified. Taking into account the purpose of the study, the essence of the concept is considered under the issue and its development and implementation in modern society is gradually considered. The assessment of positive changes with negative consequences of digitalization is carried out, and the necessity to check efficiency of elements of management system, namely functions, organizational structures, administrative technologies is defined. The main problem of assessing the impact of digitalization on man and society as a whole is identified: the need to create a coherent and comprehensive system of evaluation indicators of possible negative impact on society and man, the formation of methods for measuring and aligning them.
The state information system on state payments is an information system that is designed to receive and place information on the payment of payments by legal entities and individuals for the provision of services and other payments that are sources of revenue for the budget system of Ukraine.
During this period, the registration of appeals from applicants is carried out in the electronic document management system of the relevant state authority and local government directly from the employee's workplace: an extract from the electronic log of registration and control of applicants' appeals is automatically generated. represented by the applicant, to public authorities and local governments involved in the provision of public services.
As a result of application of modern technologies the level of satisfaction of the population with the received services, and also increase of their qualities increased. Therefore, it is necessary to continue work on standardization of services and reengineering, regulations should become more specific and detailed.
The infrastructure of interaction, as well as the main information systems and subsystems included in them are considered; the basics of providing public services with the use of information and telecommunication technologies in the provision of public services have been studied.
