МЕТОДОЛОГІЧНІ ОСНОВИ ДЕРЖАВНОЇ ПОЛІТИКИ В ОБЛАСТІ ЗАБЕЗПЕЧЕННЯ НАЦІОНАЛЬНОЇ БЕЗПЕКИ
Анотація
У статті проведено дослідження методології процесу державної політики у сфері національної безпеки. З’ясовані завдання, що обумовлені значною кількістю аспектів та визначені функції держави, які забезпечують рішення завдань національної безпеки України
Реалізація державної політики забезпечення національної безпеки, що ґрунтується на досягненні стратегічних національних пріоритетів, має супроводжуватися підвищенням ефективності державного регулювання. Як визначає Стратегія національної безпеки України, це диктує необхідність удосконалення процедур та інструментів стратегічного планування, оптимізації системи забезпечення національної безпеки держави та забезпечення стійкості економіки, соціальної сфери, науково-технічного та науково-технологічного потенціалу країни, її інформаційних ресурсів, підвищення конкурентоспроможності.
Вирішення такого роду завдань потребує розвитку науково-методологічних та теоретичних засад стратегічного планування як найважливішої складової частини загальної теорії національної безпеки, розробки нових заходів щодо забезпечення стабільності громадянського суспільства, протидії технологіям створення кризових ситуацій у фінансово-економічній та суспільно-політичній сферах, а також підвищення можливостей системи забезпечення національної безпеки України адекватно реагувати на нові виклики та загрози.
При розгляді питання про оцінку ефективності державної політики в області забезпечення національної безпеки, слідує виходить з того, що сама методологія цієї політики, яка повинна забезпечити послідовний перехід від імперативу безпеки, побудованого на принципі захищеності особи, суспільства і держави від зовнішніх і внутрішніх загроз, до політики забезпечення їх безпеки на основі стійкого соціально-економічного розвитку, пов'язаного з прагматичною стратегією попередження небезпек і загроз, сформована доки лише частково. Багато в чому це пов'язано з тим, що дослідженням проблем національної безпеки серйозна увага в Україні стала приділятися лише останніми роками. Довгий час завдання забезпечення національної безпеки розглядалися виключно з точки зору задіювання силової компоненти і переважно в контексті протидії зовнішнім загрозам.
Сучасна наука розглядає усю сферу забезпечення національної безпеки як складну комплексну систему, що включає ряд взаємозв'язаних підсистем : «людина — громадянське суспільство — державна влада — міжнародне співтовариство». В той же час питання взаємодії і взаємовпливу цих підсистем в умовах нових викликів і загроз, а також зміни елементів і зв'язків у світовій політичній системі вимагають детальнішого аналізу.

METHODOLOGICAL FUNDAMENTAL CONCEPTS OF STATE POLICY IN THE FIELD OF NATIONAL SECURITY
Summary
The article examines the methodology of the state policy process in the field of national security. The tasks caused by a significant number of aspects and the functions of the state that provide solutions to the problems of national security of Ukraine were clarified.
The implementation of state policy on national security, based on the achievement of strategic national priorities, should be accompanied by increased efficiency of state regulation. According to the National Security Strategy of Ukraine, this dictates the need to improve procedures and tools of strategic planning, optimize the national security system and ensure the stability of the economy, social sphere, scientific, technical and scientific-technological potential of the country, its information resources and competitiveness.
Solving such problems requires the development of scientific, methodological and theoretical foundations of strategic planning as an important part of the general theory of national security, development of new measures to ensure the stability of civil society, countering crisis management technologies in financial, economic and socio-political spheres and also increasing the capacity of the national security system of Ukraine to adequately respond to new challenges and threats.
In addition, the stability of the national security system is significantly increased by the uncertainty factor, as the traditional boundaries between external and internal dangers, threats and challenges are blurred - almost all of them are interconnected. Analysis of the foreign policy situation shows that the formation of a new polycentric system of world order is accompanied by growing instability and deepening contradictions related to the revision of traditional spheres of influence, struggle for resources, markets and control over strategic communications, the emergence of new cross-border tensions.
Considering the effectiveness of public policy in the field of national security, it follows that the methodology of this policy, which should ensure a consistent transition from the security imperative, built on the principle of protection of the individual, society and state from external and internal threats to policies to ensure their security on the basis of sustainable socio-economic development, associated with a pragmatic strategy to prevent dangers and threats, formed so far only in part. This is largely due to the fact that the study of national security issues in Ukraine has received serious attention only in recent years. For a long time, the task of ensuring national security was considered solely in terms of using the power component and mainly in the context of countering external threats.
Modern science considers the whole field of national security as a complex integrated system that includes a number of interconnected subsystems: ‘man - civil society - state power - the international community.’ At the same time, the issues of interaction and interaction of these subsystems in the face of new challenges and threats and also changes in elements and relationships in the world political system require more detailed analysis.
