ТЕОРЕТИЧНА ХАРАКТЕРИСТИКА СТРУКТУРИ МЕДИЧНИХ ПОСЛУГ В СИСТЕМІ ОХОРОНИ ЗДОРОВ’Я
Анотація
В статті виявлено теоретичні характеристики медичних послуг в системі охорони здоров’я. Проаналізовано термінологічний апарат понять «охорона здоров’я» або «система охорони здоров’я». Виявлено недоліки, що недвозначно впливають на зміст і характер зобов’язань суб’єктів публічного управління із забезпечення надання медичних послуг та реалізації інших форм ОЗ. Виявлено та обґрунтовано крок до подолання перешкод на шляху раціональності організації та економічного забезпечення надання медичних послуг. З урахуванням визначеної в статті характеристики структури ОЗ, підходів до трактування суті та властивостей послуг, специфіки професійний вимог до медичної діяльності було запропоновано трактування поняття медична послуга.

THEORETICAL CHARACTERISTICS OF THE MEDICAL SERVICES STRUCTURE IN THE HEALTHCARE SYSTEM
Summary
An important characteristic of the institutional preconditions for the formation of the health care system is the predominant syncretism of public perception of health care (so, as a holistic phenomenon without its components), which clearly affects the content and nature of public administration obligations to provide medical services and implement other forms of Health Care. Such syncretism is an important obstacle to the rational organization and economic provision of medical services, as in practice it complicates the modification and combination of individual institutions of the health care system and institutions of society in general in the course of reforms of this system. The first step towards overcoming such syncretism should be the decomposition of the content and components of medical services. First of all, it is necessary to understand the reason and necessity of such step. The study showed that the discussion in domestic academic circles about the relationship between the concepts of "health care", "medical care" and "medical services" is based on legal rather than economic and managerial positions. It has led to a situation where domestic science and legislation indoctrinate its payment as a criterion for determining medical services (as opposed to assistance, the gratuity of which is enshrined in the constitution). Taking into account the characteristics of the structure of health care, approaches to the interpretation of the nature and properties of services, the specifics of professional requirements for medical activities, the following interpretation of the concept of medical service-product or quasi-product in the form persons for prevention, diagnosis, treatment, rehabilitation, improvement and care, the implementation of which in the interaction with the patient (patients), aimed at obtaining consumer in the course of such activities intangible and related material benefits, the purpose of which is to change the physiological and psychological functions of the patient. Medical services, along with pre-medical and medical-social services, are components of health services, but do not exhaust this concept. In fact, all medical care is a set of services.
