УДОСКОНАЛЕННЯ МЕХАНІЗМУ ФУНКЦІОНУВАННЯ ДЕРЖАВНОЇ СИСТЕМИ МОНІТОРИНГУ ЗА СТАНОМ ЗДОРОВ'Я НАСЕЛЕННЯ
Анотація
У статті проаналізовано нормативно-правове регулювання системи моніторингу за станом здоров’я населення, на основі чого було встановалено, що виникає необхідність у розробці нормативного документу, який би урегульовував всі аспекти моніторингу за станом здоров'я населення, зокрема запропоновано розробити Положення про структуру, зміст та порядок ведення державного моніторингу за станом здоров’я населення, про порядок надання інформації та ведення державної статистики в сфері охорони здоров’я. Визначено об’єкти моніторингу та проаналізовано повноваження суб’єктів моніторингу на основі чого ідентифіковано їх функції. В розрізі розвитку інституційно моделі системи моніторингу за станом здоров’я населення запропоновано створити при регіональних центрах громадського здоров'я центри дистанційного моніторингу. Сформовано алгоритм реалізації системи моніторингу. На основі вищезазначеного охарактеризовано проблеми системи моніторингу та визначено механізми і напрями удосконалення функціонування системи моніторингу за станом здоров’я населення.

IMPROVEMENT OF THE MECHANISM OF FUNCTIONING OF THE STATE SYSTEM OF MONITORING ON THE HEALTH OF THE POPULATION
Summary
At the present stage of development of Ukrainian statehood, there are a significant number of problematic issues that hinder the quality and effective functioning of health care. The health of the population is deteriorating, which in turn leads to increased mortality and reduced birth rates. That is why there is a need to improve the monitoring of public health. Recently, the health care system has undergone significant changes in recent years, which necessitates the development of a system for monitoring the health of the population. Health monitoring has recently not met modern requirements and needs to be strengthened, as it is carried out by different bodies and there are difficulties in collecting and obtaining all monitoring data in one place. The article analyzes the legal regulation of the system of monitoring the health of the population, found that a number of regulations governing monitoring issues have expired, but new ones have not yet been developed, which leads to the fact that existing legislation contradicts each other. It was established that there is a need to develop a normative document that would regulate all aspects of monitoring the health of the population, in particular, proposed to develop Regulations on the structure, content and procedure for state monitoring of public health, the provision of information and public health statistics. The objects of monitoring are identified and the powers of the subjects of monitoring are analyzed, on the basis of which their functions are identified. In the context of the institutional development of the model of the health monitoring system, it is proposed to establish remote monitoring centers at regional public health centers. An algorithm for implementing the monitoring system has been formed. Based on the above, the problems of the monitoring system are described and the mechanisms and directions for improving the functioning of the health monitoring system are identified. The need to build an effective system of monitoring the health of the population is due to a major problem with the health of the population of Ukraine, because only comprehensive collection and processing of data characterizing the health of the population will help understand the processes taking place and help make effective management decisions.
