ІНФОРМАЦІЙНЕ ЗАБЕЗПЕЧЕННЯ СТРАТЕГІЧНОГО ПЛАНУВАННЯ В СФЕРІ НАЦІОНАЛЬНОЇ БЕЗПЕКИ

Анотація

У статті досліджено інформаційне забезпечення стратегічного планування в сфері національної безпеки. Проведен аналіз практики застосування ситуативних центрів в системі державного управління. Визначено заходи державної політики України щодо їх застосування.
Вдосконалення стратегічного планування і управління вимагає проведення єдиної політики на основі реальної оцінки військово-політичної, економічної і соціально-політичної обстановки у регіонах і країні в цілому, оперативного і адекватного моніторингу загроз, викликів і ризиків для України. Це об'єктивно підвищує роль і значення інформаційної підтримки ухвалення рішень політичним керівництвом країни. Її завдання полягає в наданні необхідної інформації в масштабі часі, близькому до реального, створенні систем прогнозування і моделювання сценаріїв розвитку ситуації, загроз і варіантів їх подолання.
У сучасному світі особливу значущість набувають проблеми управління, тобто цілеспрямованої дії на конкретні об'єкти, системи або процеси в цілях впорядкування стосунків в системі людина — природа — суспільство. Виключно важливе місце при цьому займає державне стратегічне управління, покликане забезпечити реалізацію внутрішньої і зовнішньої політики держави на основі строго усвідомлених і законодавчо закріплених установок. Стратегічне управління в сфері національної безпеки, як багатоелементне і багатоаспектне явище громадського буття, самостійна галузь наукових знань і невід'ємна складова частина науки соціального управління, що має свою структуру і основні елементи.
Враховуючи, що управління в цілому є алгоритмом прийняття і реалізації стратегічних рішень із заданою метою і з урахуванням параметрів зовнішнього середовища, а також потенційних можливостей системи, стратегічне управління у сфері забезпечення національної безпеки можна характеризувати як процес формування стратегії розвитку і забезпечення національної безпеки і її реалізації на основі безперервного контролю і оцінки усієї сукупності загроз і викликів безпеки з метою підтримки здатності системи забезпечення національної безпеки до ефективного функціонування у будь-якийх умовах і обставинах.
Інформаційно-технологічна підтримка прийняття управлінського рішення дозволяє: робочій групі та її керівнику всебічно проаналізувати об’єктивні складові проблеми; оцінити ситуацію з урахуванням обмежень, що накладає зовнішнє середовище; виявити та проранжувати переваги робочої групи; сформувати сукупність альтернативних рішень, оцінити їх, використовуючи накладені обмеження та переваги; проаналізувати наслідки (стан подолання кризової ситуації та її запобігання в подальшому) в залежності від вибору альтернативного управлінського рішення; обрати краще альтернативне рішення.

INFORMATION PROVISION OF STRATEGIC PLANNING IN THE FIELD OF NATIONAL SECURITY

Summary

The article examines the information support of strategic planning in the field of national security. An analysis of the practice of using situational centers in the public administration system was performed. Measures of the state policy of Ukraine concerning their application were defined.
Improving strategic planning and management requires a unified policy based on a realistic assessment of the military-political, economic and socio-political situation in the regions and the country as a whole, prompt and adequate monitoring of threats, challenges and risks to Ukraine. This objectively increases the role and importance of information support for decision-making by the country's political leadership. Its task is to provide the necessary information on a scale close to real time, to create systems for forecasting and modeling scenarios of the situation, threats and options for overcoming them.
In today's world of particular importance are the problems of management, ie targeted action on specific objects, systems or processes in order to regulate relations in the system man - nature - society. An extremely important place is occupied by the state strategic management, designed to ensure the implementation of domestic and foreign policy of the state on the basis of strictly conscious and legally established principles. Strategic management in the field of national security, as a multi-element and multifaceted phenomenon of public life, an independent branch of scientific knowledge and an integral part of the science of social management, which has its own structure and basic elements.
Given that management in general is an algorithm for making and implementing strategic decisions with a given purpose and taking into account the parameters of the external environment, as well as the potential of the system, strategic management in the field of national security can be characterized as a process of formulating a strategy for the development and implementation of national security and its implementation based on continuous monitoring and assessment of all threats and security challenges to maintain the ability of the national security system to function effectively in all conditions and circumstances.
Information and technological support for management decision-making allows: the working group and its leader to comprehensively analyze the objective components of the problem; assess the situation taking into account the constraints imposed by the external environment; identify and rank the benefits of the working group; form a set of alternative decisions, evaluate them, using the imposed limitations and benefits; analyze the consequences (the state of overcoming the crisis situation and its prevention in the future), depending on the choice of alternative management solutions; choose the best alternative solution.
