ЦИФРОВА ТРАНСФОРМАЦІЯ МОДЕЛІ ПУБЛІЧНОГО УПРАВЛІННЯ: ЗАРУБІЖНИЙ ДОСВІД ТА ВІТЧИЗНЯНІ РЕАЛІЇ
Анотація
У статті виявлені об’єктивні передумови та необхідність цифрової трансформації моделі публічного управління, виявлена варіативність в концептуальних підходах, пріоритетах, механізмах та методах реалізації такої трансформації у зарубіжних країнах. Встановлені основні внутрішні проблеми щодо впровадження цифрової моделі публічного управління в Україні, зокрема: відсутність офіційно визначеного категорійно-понятійного апарату; недосконалість нормативно-правового, інформаційно-аналітичного, науково-методичного, фінансового, організаційно-технічного та кадрового забезпечення.
Обгрунтована необхідність інтегрованої системи показників для оцінки можливості впровадження моделі публічного управління та виявлення тенденцій розвитку цифрової трансформації українського суспільства. Доведено, що найбільш раціональним є підхід, заснований на застосуванні порівняльного аналізу сукупності існуючих моделей індикаторів, визначенні кращої та її уточненні з метою максимального врахування особливостей розвитку цифрової економіки в Україні.
Проведено порівняльний аналіз моделей публічного управління в різних країнах, на основі якого визначені фактори, що впливають на процес цифровізації публічного управління. Уточнено категоріальний апарат щодо трактування сутності понять «система цифрового управління» та «електронне урядування». Побудовано модель взаємозв’язку інформаційно-комунікаційних технологій та електронного урядування в механізмі публічного управління. Розроблено послідовність етапів організаційного проектування моделі цифрового публічного управління, визначені структурні елементи такої моделі.
За підсумками змістовного обґрунтування зарубіжного позитивного досвіду зроблено висновок про доцільність в Україні впровадження нової моделі публічного цифрового управління, яка враховувала б усі виклики цифрової економіки.

DIGITAL TRANSFORMATION OF THE PUBLIC GOVERNANCE MODEL: FOREIGN EXPERIENCE AND DOMESTIC REALITIES
Summary
The article reveals the objective prerequisites and the necessity for digital transformation of the public governance model, and the variability in the conceptual approaches, priorities, mechanisms and methods of implementation of such transformation in foreign countries. The main internal problems with the introduction of the digital model of public governance in Ukraine have been identified, in particular: the lack of an officially defined categorical apparatus; imperfection of regulatory, informational-analytical, scientific-methodical, financial, organizational-technical and personnel support.
The necessity of an integrated system of indicators to evaluate the possibility of introducing a model of public management and identifying trends in the development of digital transformation of Ukrainian society is substantiated. It is proved that the most rational approach is based on applying a comparative analysis of a set of existing indicator models, identifying the best one and refining it in order to maximally take into account the peculiarities of the development of the digital economy in Ukraine. Composite e-indexes that used in international practice as an integrated characteristic of the level of development of a digital society or its structural elements are investigated.
A comparative analysis of public governance models in different countries is conducted, on the basis of which the factors influencing the process of digitalization of public administration are determined. The categorical apparatus for the interpretation of the concepts of “digital control system” and “e-government” has been clarified. It is proved that the updated structure should not be considered as automation of existing processes, but should reflect the essence of revolutionary reengineering in the management system.
The model of interconnection of information and communication technologies and e-government in the mechanism of public governance is constructed. It is established that information and communication technologies have a dualistic character - on the one hand, they serve as tools for the implementation of management tasks in electronic format, on the other hand, with their development their importance as the main objective function increases.
The sequence of stages of organizational designing of the model of digital public management is developed, the structural elements of such model are determined. Considering the model of digital public administration as a modern form of public administration, it is important to see its priority task - ensuring access to all public information.
Based on the substantiation of foreign positive experience, it is concluded that it is advisable in Ukraine to introduce a new model of public digital governance that would take into account all the challenges of the digital economy.
