ДОСВІД ТА ОРІЄНТИРИ УДОСКОНАЛЕННЯ ОСВІТНЬОГО ПРОЦЕСУ ЗА СПЕЦІАЛЬНІСТЮ ПУБЛІЧНЕ УПРАВЛІННЯ ТА АДМІНІСТРУВАННЯ

Анотація

У статті розглядаються етапи еволюції сфери публічного управління, серед яких виділено традиційне публічне адміністрування, нове публічне управління та Нове публічне обслуговування. Розглянуто відмінності існуючих моделей публічного управління у розрізі ключових характеристики, зокрема, механізмів досягнення цілей, організаційної структури, мотиваційних основи.
Виходячи із цільових орієнтирів розвитку сфери публічного управління визначено особливості освітнього процесу за спеціальністю, а також ключові чинники, які є актуальними в даний час.
Опрацьовано досвід основних американських та європейських університетів щодо здійснення освітнього процесу. Враховуючи Євроорієнтири розвитку економіки України значну увагу приділено систематизації основних механізмів уніфікації освітнього процесу: підкреслено важливість таких механізмів: створення мереж, визначення компетентностей, створення інституту контролю
Визначено ключові умови реалізації успішної реалізації Стандартів досконалості освітнього процесу.

EXPERIENCE AND GUIDELINES FOR IMPROVING THE EDUCATIONAL PROCESS SPECIALTY IN PUBLIC MANAGEMENT AND ADMINISTRATION

Summary

Training of competitive specialists in the specialty of Public Administration requires constant improvement of the educational process and taking into account the real processes of reforming state, regional and municipal government.
The article considers the stages of evolution of the sphere of public administration, among which the traditional public administration, new public administration and New public service are distinguished. Differences of existing models of public management in the context of key characteristics, in particular, mechanisms of achievement of the purposes, organizational structure, motivational bases are considered.
Based on the target guidelines for the development of public administration, the features of the educational process in the specialty are identified, as well as the key factors that are relevant today.
The experience of major American and European universities in the implementation of the educational process has been studied. Taking into account the Euro-guidelines of Ukraine's economic development, considerable attention is paid to the systematization of the main mechanisms of unification of the educational process: the importance of such mechanisms is emphasized: creation of networks, definition of competencies, creation of the institute of control.
The key conditions for the successful implementation of the Standards of perfection of the educational process are determined. According to the standards, the development of the educational process must take place constantly, the program must be focused on specific results and be managed throughout the implementation period.
Among other things, it is important to ensure real interaction between universities and public administration bodies. In many developed countries, such interaction is the basis for improving educational programs.
Training in different countries is carried out taking into account the key areas of public administration: social policy, environmental policy, political processes and more. Taking into account the experience and individual professional requirements formed by leading universities and international organizations can be used as a "road map" for Ukrainian higher education institutions.
