ЕКОНОМІЧНА ДИПЛОМАТІЯ ЯК ЗАПОРУКА НАЦІОНАЛЬНОЇ БЕЗПЕКИ ДЕРЖАВИ

Анотація

У статті зазначено, що cтрімкі темпи інтеграції економіки України до світової економічної системи все більше загострюють питання національної безпеки держави. Обгрунтовано, що дієвим засобом упередження виникнення загроз та, відповідно, зниження вразливості національної безпеки держави є економічна дипломатія. Здійснено компаративний аналіз трактування поняття «економічної дипломатії». Доведено доцільність розгляду поняття «економічна дипломатія» за номотетичним підходом, як координацію у зовнішньоекономічній царині дій державних і недержавних структур, спрямованих в умовах постійних трансформаційних змін у світовій економіці на забезпечення «міжнародного порядку» та національної безпеки держави. Встановлено вплив економічної дипломатії на національну безпеку держави. За результатами експертного оцінювання робочою групою ГО Ради зовнішньої політики «Українська Призма», здійсненого за підтримки Регіонального представництва Фонду імені Ф. Еберта в Україні, проаналізовано зовнішню політику України протягом 2015-2019 років. Встановлено, що попри зміну владних команд в Україні внаслідок президентських та парламентських виборів і, як наслідок, перезавантаження парламенту й уряду, у 2019 р. Україні все ж вдалося утримати високу динаміку міжнародного політичного діалогу та розширити співпрацю з окремими країнами світу, що сталось лише завдяки приділенню новою політичною командою значної уваги розширенню меж економічної дипломатії та економізації зовнішньої політики держави як на рівні політичних заяв, так і на рівні урядових планів і дій. Констатовано, що наразі урядом обрано шлях подальшої економізації дипломатії, що має забезпечити нарощування експорту до країн Європейського Союзу, просування українських товарів на глобальні ринки, посилення захисту інтересів українських експортерів, супроводження дипломатами і торговельними представництвами окремих важливих бізнес-контрактів, формування привабливих торговельно-економічних режимів, зниження торговельних бар’єрів та обмежень, покращення умов ведення міжнародної торгівлі. Визначено вектори модифікації інструментарію економічної дипломатії в умовах постійних трансформаційних змін у світовій економіці.

ECONOMIC DIPLOMACY AS A GUARANTEE OF NATIONAL SECURITY OF THE STATE

Summary

The article stated that the rapid pace of integration of Ukrainian economy into the world economic system, more and more make the question of national security. It is substantiated that an effective means to prevent the emergence of threats and, consequently, reducing the vulnerability of national security is economic diplomacy. Carried out comparative analysis of interpretations of the concept "economic diplomacy". Proved the feasibility of consideration of the concept of "economic diplomacy" at nomothetical approach, as the coordination in the foreign economic sphere of action of state and non-state actors aimed at conditions of constant transformational change in the global economy to ensure "international order" and national security state. The effect of economic diplomacy on the national security state. According to the results of expert assessment working group of the NGO Council of foreign policy "Ukrainian prism", implemented with the support of the Regional office of the Fund named after F. Ebert Foundation in Ukraine, analyzed the foreign policy of Ukraine in the period of 2015-2019. Found that despite the change of power command in Ukraine, after presidential and parliamentary elections and, as a consequence, restarting the Parliament and the government, in 2019, Ukraine still managed to maintain a high momentum of international political dialogue and expand cooperation with individual countries of the world, which happened only thanks to giving a new political team significant attention to the expansion of economic diplomacy and the economization of foreign policy both at the level of policy statements and government plans and actions. It was noted that currently the government elected to further economization of diplomacy, which should ensure the increase of exports to countries of the European Union, promotion of Ukrainian goods to global markets, strengthening the protection of the interests of Ukrainian exporters, accompanied by diplomats and trade representatives of certain important business contracts, the formation of an attractive economic and trade regimes, reduction of trade barriers and restrictions, improving conditions of international trade. Defined vectors modification of instruments of economic diplomacy in the conditions of permanent transformative changes in the world economy.
