СУЧАСНИЙ СТАН ТА ПЕРСПЕКТИВИ СОЦІАЛЬНО-ЕКОНОМІЧНОГО РОЗВИТКУ ПАЛАНСЬКОЇ СІЛЬСЬКОЇ ОБ’ЄДНАНОЇ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ
Анотація
В статті проаналізовані актуальні питання щодо виконання програми соціально-економічного розвитку Паланської ОТГ за два роки її діяльності. Показано стан виконання місцевого бюджету, забезпечення ефективного використання бюджетних коштів на утримання об’єктів соціально-культурної сфери. Низьку офіційну зайнятість працездатного населення та низький рівень звернень до центру зайнятості для отримання статусу безробітного-причина орієнтація зайнятості на місто Умань та інші центри економічного розвитку у межах України.
Законодавчим підґрунтям для розроблення Програми соціально-економічного розвитку Паланської сільської об’єднаної територіальної громади на 2019 рік (далі–Програма) є Закони України «Про державне прогнозування та розроблення програм соціально-економічного розвитку України», «Про місцеве самоврядування в Україні», «Про добровільне об’єднання територіальних громад» та Державної стратегії регіонального розвитку на період до 2020 року. Програму розроблено з метою висвітлення єдиної політики розвитку сільської об’єднаної територіальної громади у 2019 році, реалізації пріоритетів, які б забезпечили зростання добробуту і підвищення якості життя населення об’єднаної громади за рахунок забезпечення позитивних структурних зрушень в економіці, підвищення її конкурентоспроможності, як основи для збалансованого зростання стандартів та показників економічного розвитку.
Зокрема сфокусовано увагу подальшій реалізації в громаді основних напрямів урядової політики в економічній та соціальній сфері, які потребують особливої соціальної уваги та підтримки.
Розглянуто ряд організаційних питань, що забезпечили стабільність на території населених пунктів основних напрямків забезпечення діяльності сіл.

CURRENT SITUATION AND PROSPECTS OF SOCIO-ECONOMIC DEVELOPMENT OF THE PALANSK RURAL UNITED TERRITORIAL COMMUNITY
Summary
The article analyzes topical issues of implementation of the program of socio-economic development of Palanka OTG for two years of its activity. The state of execution of the local budget, ensuring the effective use of budget funds for the maintenance of socio-cultural facilities is shown. The low official employment of the able-bodied population and the low level of applications to the employment center for unemployment status are the reason for the orientation of employment to the city of Uman and other centers of economic development within Ukraine.
Legislative basis for the development of the Program of socio-economic development of the Palanka rural united territorial community for 2019 (hereinafter - the Program) are the Laws of Ukraine "On state forecasting and development of socio-economic development of Ukraine", "On local self-government in Ukraine", "On voluntary Association of Territorial Communities ”and the State Strategy for Regional Development until 2020. The program is designed to highlight a single policy for the development of rural united territorial community in 2019, the implementation of priorities that would increase welfare and improve the quality of life of the united community by ensuring positive structural changes in the economy, increasing its competitiveness as a basis for balanced growth of standards and indicators of economic development.
In the course of execution the Program can be specified. Changes and additions to the Program are approved by the session of the Palanka village council on the proposal of the village head or the relevant standing deputy commissions of the village council. A number of organizational issues that ensured the stability of the main areas of ensuring the activities of villages in the settlements are considered.
Employees of the Palanka village council are given the attention of the regular social population. In order to increase attention to the needs of local self-government, the financing of program revenues for 2018-2019 was carried out taking into account the real possibilities of the rural budget at the expense of state subventions. Thanks to the balanced and principled position of the executive committee of the council, stability on the territory of the settlements of the council in the main areas of ensuring the livelihood of villages is ensured.
